CALL TO ORDER
Committee Chair Satpal Sidhu called the meeting to order at 11:00 a.m. in the
Council Chambers, 311 Grand Avenue, Bellingham, Washington.

Absent: Tyler Byrd

Jack Louws, County Executive, reported on the following items and answered
questions:
• The Public Works Department staff and their exemplary effort during
recent storm emergencies in Birch Bay
• The current inclement weather event
• Homeless issues and shelter bed availability during cold weather
• The courthouse exterior project bid process
• The end of his term as County Executive
Jon Hutchings, Public Works Department Director, answered questions.
Councilmembers and staff discussed the possibility of using County facilities for
inclement weather shelters, communication among agencies in response to the
homeless shelter issues, and snow removal in unincorporated areas of the county.
1. AB2019-087 REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO
ENTER INTO AN EDI INTERLOCAL LOAN AND GRANT AGREEMENT BETWEEN
WHATCOM COUNTY AND PORT OF BELLINGHAM IN THE AMOUNT OF
$250,000
Rob Fix, Port of Bellingham Executive Director, gave a staff report and answered
questions on evaluating the number of family wage jobs that will be created and how the
funds will increase the economy, the Walsh Marine clientele, and the history of marine
industries in Whatcom County.
Jack Louws, County Executive, stated he supports the project.
Sidhu moved to recommend approval to the full Council.
