ROLL CALL Present: Satpal Sidhu and Carol Frazey Absent: Tyler Byrd Also Present: Barbara Brenner, Barry Buchanan, Rud Browne, and Todd Donovan We ; • • C Jack Louws, County Executive, reported on the following items and answered questions: • The Public Works Department staff and their exemplary effort during recent storm emergencies in Birch Bay • The current inclement weather event • Homeless issues and shelter bed availability during cold weather • The courthouse exterior project bid process • The end of his term as County Executive Jon Hutchings, Public Works Department Director, answered questions. Councilmembers and staff discussed the possibility of using County facilities for inclement weather shelters, communication among agencies in response to the homeless shelter issues, and snow removal in unincorporated areas of the county. 1. AB2019-087 REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO AN EDI INTERLOCAL LOAN AND GRANT AGREEMENT BETWEEN WHATCOM COUNTY AND PORT OF BELLINGHAM IN THE AMOUNT OF $250,000 Rob Fix, Port of Bellingham Executive Director, gave a staff report and answered questions on evaluating the number of family wage jobs that will be created and how the funds will increase the economy, the Walsh Marine clientele, and the history of marine industries in Whatcom County. Jack Louws, County Executive, stated he supports the project. Sidhu moved to recommend approval to the full Council. AB2019-105 REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO 7 ENTER INTO AN INTERLOCAL AGREEMENT BETWEEN WHATCOM COUNTY 8 FLOOD CONTROL ZONE AND THE CITY OF BELLINGHAM FOR MANAGEMENT 9 AND OPERATION OF THE JOINT CITY -COUNTY AQUATIC INVASIVE SPECIES 10 (AIS) BOAT INSPECTION PROGRAM AT LAKES WHATCOM AND SAMISH, IN 11 THE AMOUNT OF $123,000 (COUNCIL ACTING AS THE WHATCOM COUNTY 12 FLOOD CONTROL ZONE DISTRICT BOARD OF SUPERVISORS) 13 14 Frazey moved to recommend approval to the Flood Control Zone District Board of 15 Supervisors. 16 17 The motion carried by the following vote: 18 Ayes: Frazey and Sidhu (2) 19 Nays: None (0) 20 Absent: Byrd (1) 21 22 3. AB2019-107 REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO 23 ENTER IN TO A COOPERATIVE AGREEMENT BETWEEN THE UNITED STATES 24 OF AMERICA ARMY CORPS OF ENGINEERS AND WHATCOM COUNTY FLOOD 25 CONTROL ZONE DISTRICT FOR REHABILITATION OF A NON-FEDERAL FLOOD 26 CONTROL WORK IN THE AMOUNT OF $453,100 (COUNCIL ACTING AS THE 27 WHATCOM COUNTY FLOOD CONTROL ZONE DISTRICT BOARD OF 28 SUPERVISORS) 29 30 Frazey moved to recommend approval to the Flood Control Zone District Board of 31 Supervisors. 32 33 The motion carried by the following vote: 34 Ayes: Frazey and Sidhu (2) 35 Nays: None (0) 36 Absent: Byrd (1) 37 38 4. AB2019-111 REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO 29 ENTER INTO AN INTERLOCAL BETWEEN WHATCOM COUNTY AND LUMMI 30 NATION TO CONDUCT NATURAL RESOURCE MONITORING AND IMPACT 31 MITIGATION IN THE AMOUNT OF $120,000 32 33 Frazey moved to recommend approval to the full Council and thanked the Lummi 34 Nation for this request. 35 36 Jack Louws, County Executive, stated he also thanks the Lummi Nation for the 37 project and the Council's assist in bringing this forward. 38 39 The motion carried by the following vote: 40 Ayes: Frazey and Sidhu (2) 41 Nays: None (0) 42 Absent: Byrd (1) 43 44 4. AB2019-116 REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO 7 ENTER INTO AN INTERLOCAL AGREEMENT BETWEEN WHATCOM COUNTY 8 AND WASHINGTON STATE DEPARTMENT OF CHILDREN, YOUTH & FAMILIES 9 FOR SUPPORT OF PERINATAL MOOD AND ANXIETY DISORDERS, IN THE 10 AMOUNT OF $10,000 11 12 Frazey moved to recommend approval to the full Council. 13 14 Regina Delahunt, Health Department Director, gave a staff report and answered 15 questions on how the funds will benefit the community and the funding source. 16 17 The motion carried by the following vote: 18 Ayes: Frazey and Sidhu (2) 19 Nays: None (0) 20 Absent: Byrd (1) 21 22 6. AB2019-117 REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO 23 ENTER INTO AN INTERLOCAL AGREEMENT BETWEEN WHATCOM COUNTY 24 AND NORTH SOUND BEHAVIORAL HEALTH ORGANIZATION TO SUPPORT 25 SUBSTANCE ABUSE PREVENTION AND MENTAL HEALTH PROMOTION 26 PROGRAMS IN WHATCOM COUNTY, IN THE AMOUNT OF $83,438 27 28 Frazey moved to recommend approval to the full Council. 29 30 The motion carried by the following vote: 31 Ayes: Frazey and Sidhu (2) 32 Nays: None (0) 33 Absent: Byrd (1) 34 35 7. Mike Hilley, Whatcom Emergency Management Services Department Director, gave a staff report and answered questions on the instructor.
