Committee Member Barry Buchanan called the meeting to order at 2:45 p.m. in the
Council Chambers, 311 Grand Avenue, Bellingham, Washington.

Absent: None
Also Present: Barbara Brenner, Rud Browne, Carol Frazey and Todd Donovan

Frazey moved to appoint Councilmember Buchanan as Committee Chair.
The motion carried by the following vote:
