AB2019-076 ORDINANCE AUTHORIZING THE TEMPORARY RE -OPENING OF 31 COTTONWOOD DRIVE AT MORGAN DRIVE TO VEHICULAR TRAFFIC 32 33 Browne opened the public hearing, and the following people spoke: 34 35 Anna Ferraro submitted handouts and stated she is opposed to the reopening of 36 Cottonwood Drive for safety issues. 37 38 Al Ferraro stated he is opposed to reopening Cottonwood Drive for safety issues. 39 40 Hearing no one else, Browne closed the public hearing. 41 42 Joe Rutan, Public Works Department, gave a staff report and answered questions 43 about why the road was closed originally, whether the road is still unsafe, and setting a 44 deadline for closing the road. 45 46 Sidhu moved to amend the ordinance to set a 90-day deadline for the closure of 47 Cottonwood Drive. 48 49 Browne suggested a friendly amendment to set the deadline to May 31, 2019. 50 51 Sidhu accepted the friendly amendment. 52 53 The motion to amend was seconded. Eleanor Hines, ReSources for Sustainable Connections, spoke about a 31 resolution protecting the local Orca population. 32 33 The following staff answered questions: 34 . Tyler Schroeder, Executive's Office 35 . Karen Frakes, Prosecutor's Office 36 37 Councilmembers and staff discussed existing efforts being made by local agencies to 38 house the homeless during inclement weather, gaps in service, potential solutions to house 39 everyone, County facilities that may be opened for shelter, the role of the Health 40 Department, and purchasing procedures. 41 42 Brenner moved to open the courthouse to unhoused individuals who need to get 43 out of the weather until the crisis weather dissipates. 44 45 The motion was seconded. 46 47 Councilmembers continued to discuss potential solutions to house everyone and 48 County facilities that may be opened for shelter. 49 50 Browne suggested a friendly amendment to open the Garden Room of the Civic 51 Center Building instead of the Courthouse. 52 Regular County Council Meeting, 2/12/2019, Page 4 1 Brenner accepted the friendly amendment and restated the motion to open the 2 Garden Room of the Civic Center Building tonight. 3 4 Brenner withdrew her motion from the table in lieu of adding it to the proposed 5 resolution. 6 7 (See next discussion of Other Items 17 for continued discussion of the motion.) 8 9 10 OTHER ITEMS 11 12 17. AB2019-138 RESOLUTION REQUESTING THAT THE COUNTY EXECUTIVE 13 PROVIDE STAFF RESOURCES AND FUNDING TO COORDINATE WITH 14 WHATCOM COUNTY CITIES, SOCIAL SERVICES AGENCIES, AND OTHER 15 PROVIDERS TO PROVIDE SUFFICIENT SHELTER CAPACITY DURING COLD 16 WEATHER PERIODS AND COORDINATE ISSUING HOTEL/MOTEL 17 ACCOMMODATION VOUCHERS 18 19 Sidhu moved to amend line 30, that the County should open the Garden Room of the 20 Civic Center Building as soon as possible to accommodate homeless people during the 21 inclement weather, including overflow from current shelters. The motion was not seconded. 22 23 Brenner moved to open the Garden Room immediately to accept overflow of 24 homeless people.
