SUMMARY STATEMENT OR LEGAL NOTICE LANGUAGE:
Resolution amending the 2018 docket of proposed comprehensive plan and development regulation
amendments by adding proposed changes to Whatcom County Comprehensive Plan Policy 2DD-2 and
Whatcom County Code 24.11 (Drinking Water). The amendments would define "water association"
and would allow an applicant that has an adequate and legal water supply to choose not to connect to a
water association if certain criteria are met.

AMENDING THE 2018 DOCKET OF PROPOSED
COMPREHENSIVE PLAN AND DEVELOPMENT REGULATION AMENDMENTS
WHEREAS, the Growth Management Act requires the County to consider the proposed
docket of comprehensive plan and development regulation amendments on at least an annual
basis (RCW 36.70A.470); and
WHEREAS, the County Council approved the 2018 docket of proposed comprehensive
plan and development regulation amendments on February 27, 2018 (Resolution 2018-005); and
WHEREAS, the provisions of WCC 22.10.020(2) authorize the County Council, by
majority vote, to place a proposed amendment on the docket at any time; and
WHEREAS, the County Council has determined that Whatcom County Comprehensive
Plan and Whatcom County Code provisions relating to drinking water should be reviewed in a
timely fashion;
NOW, THEREFORE, BE IT RESOLVED that the County Council hereby amends the
2018 docket (approved under Resolution 2018-005) by adding the proposed comprehensive plan
and development regulation amendments shown on attached Exhibit A.
