ROLL CALL Present: Todd Donovan, Carol Frazey, Satpal Sidhu Absent: None Also Present: Barbara Brenner, Rud Browne, Barry Buchanan, and Tyler Byrd SPECIAL PRESENTATION 1. OVERVIEW OF UPDATE OF THE 2005 WRIA 1 WATERSHED MANAGEMENT PLAN PREPARED IN ACCORDANCE WITH ESSB 6091 (RCW 90.94) (AB2018- 290) Gary Stoyka, Public Works Department, submitted and read from a presentation and handouts (on file). He gave a staff report and answered questions. Three caucuses have put forward an alternate plan that the Planning Unit will discuss at its next meeting. The State Department of Eco►ogy will make the final determination on the net ecological benefit, based on information in the plan. Tyler Schroeder, Executive's Office, answered questions. Councilmembers and staff discussed the appropriate order in which the Planning Unit, Watershed Management Board, and Council approve the plan; Planning Unit representation of the well users; metering costs; ranking projects; the timeline for gathering the Council's input on policy decisions; initiating governments sharing the cost of projects; impacts to instream flows; consumptive water use; western water law; fees for service and the actual cost of mitigation; and the possibility of creating tiered fees, with all tiers requiring metering; and estimating consumptive use for offsets. COMMITTEE DISCUSSION 1. DISCUSSION OF PROPOSED ORDINANCE AMENDING WHATCOM COUNTY CODE 16.20, WHATCOM COUNTY SHELLFISH PROTECTION DISTRICT (ORDINANCE SCHEDULED FOR INTRODUCTION THIS EVENING) (AB2018- 353) Erika Douglas, Public Works Department, gave a staff report and answered questions about the Shellfish Protection District Advisory Committee.
