CALL TO ORDER
Committee Chair Barbara Brenner called the meeting to order at 1:20 p.m. in the
Council Chambers, 311 Grand Avenue, Bellingham, Washington.

Present: Barbara Brenner, Barry Buchanan, and Carol Frazey
Absent: None
Also Present: Rud Browne, Todd Donovan, and Satpal Sidhu
SPECIAL PRESENTATIONS
2. PRESENTATION BY THE WASHINGTON STATE DEPARTMENT OF
TRANSPORTATION OF THE 2018 AWARD OF EXCELLENCE — "BEST COUNTY
PROJECT" TO WHATCOM COUNTY PUBLIC WORKS FOR THE POTTER
ROAD/SOUTH FORK RIVER BRIDGE #148 REPLACEMENT (AB2018-017)
Jon Hutchings, Public Works, gave a staff report on major transportation projects
done at the local level.
The following people presented the award for the County's work on the Potter Road
Bridge for the best County road project in 2018:
• Kathleen Davis, Washington State Department Of Transportation
• Daniel Mathis, Federal Highway Administration
The following Public Works Department staff answered questions:
• Jim Karcher
• Joe Rutan
Staff and councilmembers discussed lessons learned for doing better in the future.
1. QUARTERLY REPORT FROM WHATCOM COUNTY PUBLIC WORKS (AB2018-
066)
Jon Hutchings, Public Works Department Director, gave a staff report summarizing
the design, public outreach, and permitting for the Birch Bay berm project.
COMMITTEE DISCUSSION AND RECOMMENDATIONS TO COUNCIL
1. REQUEST AUTHORIZATION OF NINETY -DAY EXTENSION FOR COUNCIL
APPROVAL OF THE GLACIER WATER DISTRICT COMPREHENSIVE WATER
SYSTEM PLAN (AB2018-307A)
Buchanan moved to recommend approval to the full Council.
Dana Brown -Davis, Clerk of the Council, gave a staff report on having a discussion in
Council in January, beyond the 90-day timeline.

Ellen Baker, Glacier Water District Board member, gave a staff report on the plan's
approval process and answered questions.

4 John Wolpers, Health Department, answered questions.
6 Councilmembers and staff discussed what the Council is supposed to do in its
7 approval of the water association plans and why the State requires these plans to come to
8 the County for approval, the confusion between water associations and water districts, no
9 relation to the Water Utility Coordinating Committee (WUCC), and review and approval by
10 other County departments and outside agencies.

12 Buchanan withdrew the motion.

14 Brenner moved to consider the resolution approving the Glacier Water District
15 Water Comprehensive System Plan (AB2018-307) at the evening full County Council
16 meeting.

22 2. RESOLUTION REGARDING HEALTH PROTECTION FOR IMMIGRANT FAMILIES

25 Brenner moved to recommend approval of the resolution to the full Council.

27 Regina Delahunt, Health Department, answered questions about the draft resolution
28 and about the draft letter to be sent within the public comment period for the changes to
29 the public charge rule, which has to be sent by December 10.
