8 Committee Chair Tyler Byrd called the meeting to order at 2:09 p.m. in the Council
9 Chambers, 311 Grand Avenue, Bellingham, Washington.

19 COMMITTEE DISCUSSION AND RECOMMENDATIONS TO COUNCIL

21 1. RESOLUTION APPROVING RECOMMENDATIONS ON APPLICATIONS FOR
22 OPEN SPACE CURRENT USE ASSESSMENT (AB2018 -313) (FROM 11/7)

24 Chris Elder, Planning and Development Services Department, submitted and read
25 from a presentation (on file) on the Little Application for open space and answered
26 questions.

28 Elder and councilmembers discussed the different types of open space designations,
29 public access, and total tax savings.

31 Brenner moved to recommend approving the Little property without waiving public
32 access.

34 The motion to amend carried by the following vote:
35 Ayes: Brenner and Byrd (2)
36 Nays: Donovan (1)

38 Elder continued the presentation and answered questions. He and councilmembers
39 discussed the subjectivity of the public benefit rating system, rating soil types, and the level
40 of public access required.

42 Brenner moved to recommend approval as amended, to require public access on
43 the Little property.

46 Ayes: Brenner, Byrd, and Donovan (3)
