CALL TO ORDER
Committee Chair Todd Donovan called the meeting to order at 9:30 a.m. in the
Council Chambers, 311 Grand Avenue, Bellingham, Washington.
ROLL CALL
Present: Tim Ballew, Todd Donovan, Satpal Sidhu
Absent: None
Also Present: Barbara Brenner and Rud Browne
COMMITTEE DISCUSSION AND RECOMMENDATIONS TO COUNCIL
1. ORDINANCE AMENDING WHATCOM COUNTY CODE 3.25A, PURCHASE OF
DEVELOPMENT RIGHTS (PDR) PROGRAM (FROM 9/11) (AB2018 -235)
Chris Elder, Planning and Development Services Department, submitted and read
from a presentation (on file) on the program update and spoke about reaching the 100,000
acre mark, matching funds, and ranking criteria for properties with and without water
rights.
Elder answered questions on the grant and partner funding process, average parcel
size, the history of rural and agriculture zoning decisions, the possibility of trading water
rights for development rights, points for being near an intersection, and the
recommendation of the agriculture community on points for water rights.
Sidhu moved to recommend adoption to the full Council.
The motion carried by the following vote:
Ayes: Ballew, Donovan, and Sidhu (3)
Nays: None (0)
