CALL TO ORDER
Committee Chair Satpal Sidhu called the meeting to order at 11:45 a.m. in the
Council Chambers, 311 Grand Avenue, Bellingham, Washington.
ROLL CALL
Present: Rud Browne, Tyler Byrd, and Satpal Sidhu
Absent: None
Also Present: Tim Ballew, Barbara Brenner, Barry Buchanan, and Todd Donovan
COUNTY EXECUTIVE'S REPORT
There were no reports.
COMMITTEE DISCUSSION AND RECOMMENDATIONS TO COUNCIL
1. RESOLUTION APPROVING A SALARY SCHEDULE AND POLICIES FOR
UNREPRESENTED WHATCOM COUNTY EMPLOYEES, EFFECTIVE JANUARY 1
THROUGH DECEMBER 31, 2019 (AB2018 -309)
Browne moved to recommend approval to the full Council.
The following staff answered questions about changes to the resolution regarding
overtime for Prosecuting Attorney and Public Defender Offices and the cost of living
adjustment increase.

The motion carried by the following vote:
Ayes: Browne, Byrd, and Sidhu (3)
Nays: None (0)
2. RESOLUTION ORDERING THE CANCELLATION OF ACCOUNTS RECEIVABLE
MORE THAN FOUR YEARS OLD (AB2018 -310)
Byrd moved to recommend approval to the full Council.
Brad Bennett, Administrative Services Department, answered questions about
sending the items to a collections agency.
The motion carried by the following vote:

3. RESOLUTION ORDERING THE CANCELLATION OF CHECKS (WARRANTS)

Jon Hutchings, Public Works Department, answered questions.
Staff and councilmembers discussed roundabouts versus traffic lights, how traffic is
supposed to flow through roundabouts, and accident rates.
