COMMITTEE ACTION.- 11/20/18: Recommended for adoption Related County Contract #: COUNCIL ACTION.• 11/7/2018: Introduced 7 -0 11/20%18: Adopted 7 -0 Related File Numbers: Ordinance or Resolution Number: Ord 2018 -072 PROPOSED BY: Executive INTRODUCTION DATE: 11/7/18 ORDINANCE NO. 2018 -072 ORDINANCE ESTABLISHING THE VACTOR TRUCK STORAGE BUILDING FUND AND ESTABLISHING A PROJECT BASED BUDGET FOR THE VACTOR TRUCK AND EQUIPMENT STORAGE BUILDING WHEREAS, there is currently not enough heated vehicle bays at the Central Shop for the NPDES vactor truck and equipment, and WHEREAS, the vactor truck must be kept in a heated building in order to utilize it during the cold winter months and to protect it from freezing and damaging the equipment, and WHEREAS, funding is available from the Road Fund to construct such a building, and WHEREAS, Section 6.80 of the Whatcom County Home Rule Charter allows for project - based capital budget appropriation ordinances that lapse when the project has been completed or abandoned or when no expenditure or encumbrance has been made for three (3) years, NOW, THEREFORE, BE IT ORDAINED by the Whatcom County Council that a new fund is hereby established effective January 1, 2019 titled Vactor Truck Storage Building Fund. This fund shall be used to account for the revenues and expenditures related to constructing a heated building for storing the NPDES vactor truck and its related equipment, and BE IT FURTHER ORDAINED by the Whatcom County Council that the Vactor Truck Storage Building Fund is approved as described in Exhibit A with a project budget of $440,000. Description of Request: a) Describe the proposed activity or service, and indicate whether it is a higher or lower priority than existing services in your department budget. A 50'x 40' (2,000 sq ft) two bay heated building is necessary for the new NPDES vactor truck and equipment, at a minimum. The vactor truck must be kept in a heated building in order to utilize it during the cold winter montsh and to protect it from freezing and damaging the equipment. Factoring in the location and baseline mobilization /utility costs it may be beneficial to double the size of the building to 4,000 -4,900 sq ft while keeping it under the 5,000 sq ft limitation per code. b) Who are the primary customers for this service? NPDES 2. Describe the problem this request addresses and why Whatcom County needs to address it. There does not currently exist enough heated vehicle bays at the Central Shop for the additional 2015 NPDES vactor truck and equipment. This will allow for the use of the vactor truck during fall and winter months without freezing concerns. 3. Options a) What other options have you considered? Why is this the best option? Rented offsite storage space which is not convenenient for after hours emergency call outs. b) What are the specific cost savings? (Quantify) Damage to equipment from freezing. 4. Outcomes /Objectives a) What outcomes will be delivered and when? The vactor building will allow for the immediate increase in efficiency by allowing the use of the vactor truck to perform additional NPDES maintenance during all season of the year. b) How will you know whether the outcomes happened? When the vactor truck is used in fall and winter months without freezing and /or damage to equipment. 5. Other Departments /Agencies a) Will this ASR impact other departments or agencies?
