Requesting Council approval for establishing the Marine Drive Locust Ave to Alderwood Ave Reconstruction
Fund and appropriating budget authority of $797,500. The fund will be used to account for the revenues and
expenditures related to reconstructing Marine Drive from Locust Ave to Alderwood Ave for safety, drainage and
bicycle and pedestrian facilities. This appropriation is intended to cover the right -of -way and preliminary
engineering associated with this project.

ORDINANCE NO. 2018 -070
ORDINANCE ESTABLISHING THE MARINE DRIVE LOCUST AVE TO
ALDERWOOD AVE RECONSTRUCTION FUND AND ESTABLISHING A PROJECT
BASED BUDGET FOR THE MARINE DRIVE LOCUST AVE TO ALDERWOOD AVE
RECONSTRUCTION FUND; CRP #917001
WHEREAS, the Marine Drive, Locust Ave to Alderwood Ave, Reconstruction
project is item number R9 on the 2019 -2024 Six Year Transportation Improvement
Program with anticipated right -of -way and preliminary engineering costs of
$725,000; and
WHEREAS, the right -of -way and preliminary engineering estimate of
$725,000 is an estimate and should be budgeted with a 10% contingency; and
WHEREAS, all local funding for this request will come from the Road Fund;
and
WHEREAS, a budget transfer of $797,500 from the Road Fund has been
included in the Executive's recommended 2019 -2020 budget; and
WHEREAS, future construction funding will be supplemented with
$1,304,695 of federal STBG funds and $205,000 federal TA funds; and
WHEREAS, Section 6.80 of the Whatcom County Home Rule Charter allows
for project -based capital budget appropriation ordinances that lapse when the
project has been completed or abandoned or when no expenditure or encumbrance
has been made for three (3) years,
NOW, THEREFORE, BE IT ORDAINED by the Whatcom County Council that
a new fund is hereby established effective January 15t 2019, titled Marine Drive,

Locust Ave to Alderwood Ave, Reconstruction Fund. This fund shall be used to
account for the revenues and expenditures of the reconstruction project described
above, and
BE IT FURTHER ORDAINED by the Whatcom County Council that the
Marine Drive, Locust Ave to Alderwood Ave, Reconstruction Fund is approved with
an initial project budget of $797,500.
