Requesting Council approval for establishing the North Lake Samish Road Bridge No. 107 Replacement Fund
and appropriating budget authority of $770,000. The fund will be used to account for the revenues and
expenditures related to replacing the structurally deficient North Lake Samish Road Bridge No. 107. This
appropriation is intended to cover the right -of -way scoping and preliminary engineering associated with this
replacement project.

10 ORDINANCE ESTABLISHING THE NORTH LAKE SAMISH ROAD BRIDGE NO.
11 107 REPLACEMENT FUND AND ESTABLISHING A PROJECT BASED BUDGET
12 ,FOR THE NORTH LAKE SAMISH ROAD BRIDGE NO. 107 REPLACEMENT

15 WHEREAS, the North Lake Samish Road Bridge No. 107 Replacement
16 project is item number B4 on the 2019 -2024 Six Year Transportation Improvement
17 Program with anticipated right -of -way scoping and preliminary engineering costs of
18 $700,000; and

21 WHEREAS, the right -of -way scoping and preliminary engineering estimate of
22 $700,000 is an estimate and should be budgeted with a 10% contingency; and

25 WHEREAS, all local funding for this request will come from the Road Fund;
26 and

29 WHEREAS, a budget transfer of $770,000 from the Road Fund has been
30 included in the Executive's recommended 2019 -2020 budget; and

34 WHEREAS, Section 6.80 of the Whatcom County Home Rule Charter allows
35 for project -based capital budget appropriation ordinances that lapse when the
36 project has been completed or abandoned or when no expenditure or encumbrance
37 has been made for three (3) years,

41 NOW, THEREFORE, BE IT ORDAINED by the Whatcom County Council that
42 a new fund is hereby established effective January 1" 2019, titled North Lake
43 Samish Road Bridge No. 107 Replacement Fund. This fund shall be used to account
44 for the revenues and expenditures of the replacement project described above, and

BE IT FURTHER ORDAINED by the Whatcom County Council that the North
Lake Samish Road Bridge No. 107 Replacement Fund is approved with an initial
project budget of $770,000.
