CALL TO ORDER
Committee Chair Barbara Brenner called the meeting to order at 2:28 p.m. in the
Council Chambers, 311 Grand Avenue, Bellingham, Washington.
ROLL CALL
Present: Tim Ballew, Barbara Brenner, and Barry Buchanan
Absent: None
Also Present: Rud Browne, Tyler Byrd, Todd Donovan, and Satpal Sidhu
COMMITTEE DISCUSSION AND RECOMMENDATION TO COUNCIL
1. RESOLUTION APPROVING THE GLACIER WATER DISTRICT WATER
COMPREHENSIVE SYSTEM PLAN (AB2018 -307)
Buchanan moved to recommend approval of the substitute resolution to the full
Council.
The motion carried by the following vote:
Ayes: Ballew, Brenner, and Buchanan (3)
Nays: None (0)
2. ORDINANCE ESTABLISHING WHATCOM COUNTY CODE 2.47, CREATING A
WHATCOM COUNTY FOOD SYSTEM COMMITTEE INTENDED TO DRAFT,
IMPLEMENT AND PROVIDE OVERSIGHT FOR A COUNTY -WIDE PLAN TO
STRENGTHEN OUR LOCAL AND REGIONAL FOOD SYSTEM (AB2018 -302)
Buchanan moved to recommend adoption to the full Council.
The motion carried by the following vote:

COMMITTEE DISCUSSION
2. PUBLIC HEALTH ADVISORY BOARD SEEKS SUPPORT TO MOVE FORWARD
WITH A PROPOSAL FOR A RESOLUTION TO STAND IN SUPPORT OF
IMMIGRANT FAMILIES IN WHATCOM COUNTY (AB2018 -312)
Regina Delahunt, Health Department Director, gave a staff report.
Staff and councilmembers discussed supporting legal immigrants versus illegal
immigrants.
Brenner moved to recommend moving forward with a resolution that specifies
supporting legal immigrants only.
The motion carried by the following vote:

1. DISCUSSION REGARDING POINT ROBERTS SOLID WASTE MANAGEMENT
ISSUES (AB2018 -146C) (FROM 10/9)
Regina Delahunt Health Department Director, gave a staff report and answered
questions.
Jeff Hegedus, Health Department, answered questions.
Staff and councilmembers discussed a tax versus a fee; ensuring citizens are
informed in a timely manner; the comment period for the Washington Utilities and
Transportation Commission (WUTC); who has authority to set levels of service, rates, and
tariffs; whether the County has the right to review service; the existing service in Point
Roberts; methods, including education and incentives, to promote recycling and waste
reduction; including data in the staff memo; comparisons of comparable rates with other
disposal companies and jurisdictions; collection mid -week for seasonal and weekend
residents; and fee collection through property taxes.
The following people spoke in opposition about the required level of solid waste
disposal service in Point Roberts:

• Alison Calder
• Ken Calder
• Grant Heitman
• Annette Madden
• Ellen Baker
Councilmembers discussed the costs and fees of the current operator; whether a
property lien for nonpayment is feasible; putting the service out for bid; the possibility of
creating a Point Roberts solid waste district; government - regulated waste disposal service;
comparable garbage service on islands; incentives for waste reduction; the ability to put
garbage service on a vacation hold; and the level of community involvement throughout the
process.
