Requesting Council approval for establishing the Northshore Drive /Edgewater Lane Stormwater Improvements
Project Fund and appropriating budget authority of $220,000. The fund will be used to account for the revenues
and expenditures related to building the Northshore Drive /Edgewater Lane Stormwater Improvements. This
appropriation is intended to cover the right -of -way scoping and preliminary engineering.

7 ORDINANCE ESTABLISHING THE NORTHSHORE DRIVE /EDGEWATER LANE
8 STORMWATER IMPROVEMENTS FUND AND ESTABLISHING A PROJECT
9 BASED BUDGET FOR THE NORTHSHORE DRIVE /EDGEWATER LANE
10 STORMWATER IMPROVEMENTS FUND

12 WHEREAS, Northshore Drive /Edgewater Lane Stormwater Improvements is
13 listed as item number 2 on the 2019 -2024 Six -Year Water Resources Improvement
14 Program for the Lake Whatcom Watershed with anticipated right -of -way scoping
15 and preliminary engineering costs of $170,000 and,
16
17 WHEREAS, the project will treat runoff from approximately 33 acres and
18 includes system upgrades to improve water quality through construction of filter
19 vaults or installation of Filterra Media systems, and
20
21 WHEREAS, the $170,000 from the 2019 -2024 Six -Year Water Resources
22 Improvement Program includes costs associated with contracted professional
23 services, and
24
25 WHEREAS, staff time for project management, county survey and permit
26 assistance, permit fees of $50,000 will be added to the project based budget, and
27
28 WHEREAS, this request doesn't included costs associated with the
29 construction phase of the project, which will require and additional request in 2019,
30 and
31
32 WHEREAS, local funding for this project will be provided by Real Estate
33 Excise Tax II funds, and
34
35 WHEREAS, Section 6.80 of the Whatcom County Home Rule Charter allows
36 for project -based capital budget appropriation ordinances that lapse when the
37 project has been completed or abandoned or when no expenditure or encumbrance
38 has been made for three (3) years,

40 NOW, THEREFORE, BE IT ORDAINED by the Whatcom County Council that
41 a new fund is hereby established, effective immediately, titled Northshore
42 Drive /Edgewater Lane Stormwater Improvements Fund. This fund shall be used to
43 account for the revenues and expenditures of the improvement project described
44 above, and

BE IT FURTHER ORDAINED by the Whatcom County Council that the
Northshore Drive /Edgewater Lane Stormwater Improvements Fund is approved
