8 Committee Chair Tyler Byrd called the meeting to order at 3:35 p.m. in the Council
9 Chambers, 311 Grand Avenue, Bellingham, Washington.

24 Mark Personius, Planning and Development Services Department, submitted and
25 read from a presentation on the activities and staff of each division (on file). He answered
26 questions on a spike in notices of additional requirements (NOARs), the zoning on
27 Governor's Point, vacation rentals, and code enforcement technology.

32 2. DISCUSSION OF A PROPOSED ORDINANCE AMENDING WHATCOM COUNTY
33 CODE 24.11, DRINKING WATER (ORDINANCE SCHEDULED FOR
34 INTRODUCTION THIS EVENING) (AB2018 -303)

36 Sidhu stated he and Councilmember Brenner are the co- sponsors of the proposed
37 ordinance.

39 Brenner moved to recommend introduction of the substitute version to the full
40 Council.

42 John Wolpers, Health Department, gave a staff report on the WUCC's review process
43 and answered questions.

45 Councilmembers discussed the Water Utility Coordinating Committee (WUCC),
46 creating an interim solution until the WUCC completes its work, whether they should
47 consider the ordinance in tandem with the work of the WUCC, and limiting to existing wells.

49 Roger Almskaar submitted a handout (on file) and spoke about the WUCC meetings
50 and getting approval from the State Department of Health.

52 Royce Buckingham, Prosecutor's Office, spoke about who would benefit from the
53 legislation and the appropriate process for considering the ordinance.

1. DISCUSSION OF PROPOSED ORDINANCE AMENDING THE WHATCOM
COUNTY COMPREHENSIVE PLAN RELATING TO DENSITY CREDITS, PDRS,
AND TDRS (ORDINANCE SCHEDULED FOR INTRODUCTION THIS EVENING)

Matt Aamot, Planning and Development Services Department, submitted and read
from a presentation about the work group recommendations and density plan.
Aamot answered questions on and councilmembers discussed setting the price for
density credits, noncontiguous clustering, and the reason the transfer of development rights
(TDR) program didn't work in the past.
Ralph Black, TDR /PDR Work Group Chair, spoke about the fee -in- lieu -of program and
the work group recommendations.
Donovan moved to recommend introduction to the full Council.
Councilmembers discussed whether to recommend introduction.
Donovan withdrew his motion.
