PRESENTATION BY DEPARTMENT OF FISH AND WILDLIFE ENFORCEMENT 22 PROGRAM CHIEF STEVE BEAR (AB2018 -304) 23 24 Steve Bear, State Department of Fish and Wildlife, submitted and read from a 25 presentation (on file) on the Washington Department of Fish and Wildlife Police. He 26 answered questions about types of crimes they experience and enforce, the availability of a 27 saltwater vessel to the County Sheriff for transports from Point Roberts, multi- agency ride - 28 alongs on the vessels, officer training and qualifications, whether boating in proximity to 29 orcas is a significant problem, and opportunities and challenges specific to Whatcom County. 30 31 Bill Elfo, County Sheriff, answered questions about the County's need for a saltwater 32 vessel to transport prisoners from Point Roberts. 33 34 35 COMMITTEE DISCUSSION 36 37 1. UPDATE ON ENGROSSED SUBSTITUTE SENATE BILL (ESSB) 6091 STATUS IN 38 WRIA 1 (AB2018 -290) 39 40 Gary Stoyka, Public Works Department, submitted and read from a presentation (on 41 file) on updates to the local ESSB 6091 work and answered questions about net ecological 42 benefits, who developed the process for developing and approving the update of the water 43 resources inventory area (WRIA) 1 Watershed Management Plan, the Planning Unit's 44 authority, consumptive use versus total use, the project selection process, next steps, 45 concerns about metering, the deadline regarding exempt wells, staff's influence on the 46 Planning Unit, the acre per feet per year requirement if the projection is met, the proposed 47 schedule, the Tribes' participation, and whether the Council wants to have a special meeting 48 to give the Executive direction before the Watershed Management Board meeting in 49 January. 50 51 Jack Louws, County Executive, answered questions about the Planning Unit's 52 approval authority and the Council's input to the Executive for his representation on the 53 Watershed Management Board.
