CALL TO ORDER
Committee Chair Satpal Sidhu called the meeting to order at 11:22 a.m. in the
Council Chambers, 311 Grand Avenue, Bellingham, Washington.

SPECIAL PRESENTATION
1. SHORT VIDEO PRESENTATION - RESTORING DIGNITY AND HOPE BY
PROVIDING IDENTIFICATION (AB2018 -017)
Browne introduced a YouTube video from IDignity on ensuring homeless people
receive proper identification so they can participate in society.

3. REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ACCEPT A
GRANT AWARD FROM THE U.S. DEPARTMENT OF HOMELAND SECURITY
TOWARD THE PURCHASE OF A SALT WATER PATROL VESSEL, IN THE
AMOUNT OF $280,125 (FROM 10/9) (AB2018 -280)
Browne moved to recommend approval to the full Council.
The following staff answered questions:

• Bill Elfo, County Sheriff
• Jack Louws, County Executive
Staff and councilmembers discussed the cost of and need for a dedicated vessel for
the Sheriff's Office, sharing costs with the City of Bellingham, grant funds, the variety of
uses for the boat, the lack of a replacement schedule, other expenses that may not get
funded, and whether they can give up another vessel in the fleet.
The motion carried by the following vote:

4. RESOLUTION ORDERING THE CANCELLATION OF UNCLAIMED CHECKS MORE
