ROLL CALL Present: Rud Browne, Tyler Byrd, and Satpal Sidhu Absent: None Also Present: Tim Ballew, Barbara Brenner, Todd Donovan, and Barry Buchanan COUNTY EXECUTIVE'S REPORT There were no reports. SPECIAL PRESENTATION 1. SHORT VIDEO PRESENTATION - RESTORING DIGNITY AND HOPE BY PROVIDING IDENTIFICATION (AB2018 -017) Browne introduced a YouTube video from IDignity on ensuring homeless people receive proper identification so they can participate in society. COMMITTEE DISCUSSION AND RECOMMENDATIONS TO COUNCIL 1. ORDINANCE CLOSING COUNTY PARKS IMPROVEMENT FUND 330 (AB2018- 284) Browne moved to recommend adoption to the full Council. The motion carried by the following vote: Ayes: Browne, Byrd, and Sidhu (3) Nays: None (0) 2. ORDINANCE AMENDING THE WHATCOM COUNTY BUDGET, THIRTEENTH REQUEST, IN THE AMOUNT OF $182,722 $280,377 (AB2018 -285) Byrd moved to recommend adoption to the full Council. REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ACCEPT A GRANT AWARD FROM THE U.S. DEPARTMENT OF HOMELAND SECURITY TOWARD THE PURCHASE OF A SALT WATER PATROL VESSEL, IN THE AMOUNT OF $280,125 (FROM 10/9) (AB2018 -280) Browne moved to recommend approval to the full Council. The following staff answered questions: • Jeff Parks, Sheriff's Office • Bill Elfo, County Sheriff • Jack Louws, County Executive Staff and councilmembers discussed the cost of and need for a dedicated vessel for the Sheriff's Office, sharing costs with the City of Bellingham, grant funds, the variety of uses for the boat, the lack of a replacement schedule, other expenses that may not get funded, and whether they can give up another vessel in the fleet. The motion carried by the following vote: Ayes: Browne and Sidhu (2) Nays: Byrd (1) 4. RESOLUTION ORDERING THE CANCELLATION OF UNCLAIMED CHECKS MORE THAN TWO YEARS OLD (AB2018 -291) Browne moved to recommend approval to the full Council. The following staff answered questions: • Brad Bennett, Administrative Services Department • Jack Louws, County Executive Staff answered questions about the total amount and creating the ability that allows inmates to cash checks at the Treasurer's Office when they leave jail. REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO A CONTRACT BETWEEN WHATCOM COUNTY FLOOD CONTROL ZONE DISTRICT AND GENEVA CONSULTING SERVICES FOR COORDINATION OF THE WHATCOM LOCAL INTEGRATING ORGANIZATION, IN THE AMOUNT OF $68,743 (COUNCIL ACTING AS THE WHATCOM COUNTY FLOOD CONTROL ZONE DISTRICT BOARD OF SUPERVISORS) (AB2018 -292) Byrd moved to recommend approval to the Board of Supervisors. REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO A CONTRACT BETWEEN WHATCOM COUNTY AND WASHINGTON STATE MILITARY DEPARTMENT TO ASSIST IN PREPARING FOR ALL HAZARDS THROUGH SUSTAINMENT AND ENHANCEMENT OF THE SHERIFF'S OFFICE DIVISION OF EMERGENCY MANAGEMENT PROGRAM, WITH FUNDING FROM THE US DEPARTMENT OF HOMELAND SECURITY EMERGENCY MANAGEMENT PERFORMANCE GRANT PROGRAM, CFDA #97.042, IN THE AMOUNT OF $72,713 (AB2018 -297) Browne moved to recommend approval to the full Council.
