ROLL CALL Present: Tim Ballew, Barbara Brenner, and Barry Buchanan Absent: None Also Present: Rud Browne, Tyler Byrd, and Todd Donovan COMMITTEE DISCUSSION 1. DISCUSSION REGARDING PROPOSED RESOLUTION APPROVING THE WHATCOM COUNTY 2019 ANNUAL CONSTRUCTION PROGRAM (AB2018 -281) (RESOLUTION SCHEDULED FOR INTRODUCTION THIS EVENING) Joe Rutan, Public Works Department, gave a staff report on a double lane roundabout at Smith Road and Hannegan Road, the Samish Way and Galbraith Lane pedestrian crosswalk, and three bridge projects that will require road closure for a length of time. He answered questions on the difference in cost between a signal intersection and roundabout intersection. 2. DISCUSSION REGARDING POINT ROBERTS SOLID WASTE ISSUES (AB2018- 146C) The following people spoke and answered questions: • Samantha Scholefield spoke about the rates aligning with codes, exemptions, the unique community of Point Roberts, and a survey of homeowners regarding the garbage rates and services. • Allison Calder submitted a handout (on file) and spoke about residential recycling codes. • Annette Madden spoke about rescinding the request for service to the Utilities and Transportation Commission (UTC) and supporting the homeowners. • Ken Calder, Point Roberts Taxpayers' Association President, submitted handouts (on file) and spoke about attendance at community meetings and the minimum level of required service. Councilmembers and speakers spoke about engaging the public at community meetings, the possibility of approving a stay of approval, and the possibility of finding competing service providers. Brenner moved to recommend to the full Council to request that the UTC stay its decision on any increases or changes in costs and services until the County Council can get verification of numbers, to make sure people are not paying more for recycling, and that service will be fairer along with the rest of unincorporated Whatcom County. Councilmembers discussed whether or not to request a stay of the UTC's decision. For now, he doesn't know the consequences of the UTC not moving forward. Buchanan moved to hold in committee to the next meeting for more information from staff on the process and level of service. The motion to hold in committee carried by the following vote: Ayes: Ballew and Buchanan (2) Nays: Brenner (1) Louws stated he suggests that specific questions be given to the Health Department staff prior to the next meeting. 3. DISCUSSION REGARDING PROPOSED ORDINANCE ADOPTING AMENDMENTS TO THE WHATCOM COUNTY COMPREHENSIVE PLAN RELATING TO CAPITAL FACILITIES (ORDINANCE SCHEDULED FOR INTRODUCTION THIS EVENING) (AB2018 -282) Tyler Schroeder, Deputy Executive, gave a staff report on expenses at Northwest Annex to move Planning staff, if possible. Matt Aamot, Planning and Development Services Department, answered questions on mitigation fees in Point Roberts. Jack Louws, County Executive, spoke about the costs of capital projects. OTHER BUSINESS There was no other business.
