24 Dave McEachran, Prosecutor, submitted and read from a handout (on file) and gave
25 a staff report on incarceration statistics in Washington and Whatcom County. He answered
26 questions on average daily population of the jail, heroin and opioid abuse trends, whether
27 treatment is an option, the need for reentry services, and how to find out about the
28 previous residences of transient offenders.
