CALL TO ORDER
Committee Chair Barbara Brenner called the meeting to order at 1:32 p.m. in the
Council Chambers, 311 Grand Avenue, Bellingham, Washington.
ROLL CALL
Present: Tim Ballew, Barbara Brenner, and Barry Buchanan
Absent: None
Also Present: Tyler Byrd, Todd Donovan, and Satpal Sidhu
SPECIAL PRESENTATION
1. PRESENTATION BY THE BICYCLE AND PEDESTRIAN ADVISORY COMMITTEE
(AB2018 -017)
Eileen Kadesh and Sunny Beaver, Bicycle and Pedestrian Advisory Committee,
submitted and read from a presentation (on file).
Jon Hutchings, Public Works Department Director, answered questions about
available staff time for this committee and the possibility of a transportation planner.
Joe Rutan, Public Works Department, answered a question about diagonal
crosswalks.
COMMITTEE DISCUSSION
1. DISCUSSION REGARDING A PROPOSED RESOLUTION APPROVING THE
WHATCOM COUNTY SIX -YEAR TRANSPORTATION IMPROVEMENT PROGRAM
FOR THE YEARS 2019 THROUGH 2024 (RESOLUTION SCHEDULED FOR
INTRODUCTION THIS EVENING) (AB2018 -250)
Joe Rutan, Public Works Department, gave a staff report on an overview of the Six -
Year Transportation Improvement Program and answered questions.
Jon Hutchings, Public Works Department Director, answered questions.
Councilmembers and staff discussed whether all the road projects will be done in six
years, the relocation of the Gooseberry Point Ferry Terminal, the upland lease for the
Gooseberry Point Ferry dock, and Slater Road roundabout projects and how they relate to
the project to elevate Slater Road, which the Council previously removed from the program.

COMMITTEE DISCUSSION AND RECOMMENDATION TO COUNCIL
1. RESOLUTION APPROVING THE LAKE WHATCOM WATER AND SEWER
DISTRICT WATER SYSTEM COMPREHENSIVE PLAN (AB2018 -256)
Buchanan moved to recommend approval to the full Council.
The motion carried by the following vote:
