CALL TO ORDER
Committee Chair Todd Donovan called the meeting to order at 9:30 a.m. in the
Council Chambers, 311 Grand Avenue, Bellingham, Washington.
ROLL CALL
Present: Tim Ballew, Todd Donovan, Satpal Sidhu
Absent: None
Also Present: Barbara Brenner, Rud Browne, Barry Buchanan, and Tyler Byrd
COMMITTEE DISCUSSION AND RECOMMENDATION TO COUNCIL
1. ORDINANCE ADOPTING AMENDMENTS TO THE PURCHASE OF DEVELOPMENT
RIGHTS (PDR) PROGRAM (FROM 9/11) (AB2018 -235)
Chris Elder, Planning and Development Department, submitted and read from a
presentation (on file) and answered questions on expanding the program to forestry areas,
funding sources, types of easement conditions, development patterns in the county, scoring
points for water availability, and amending the scoring system.
Sean D'Agnolo, Purchase of Development Rights Oversight Committee, spoke about
the need to provide access to land to attract future farmers.
Donovan moved to hold this item in committee to the second meeting in October to
discuss the scoring system and then potentially move forward with the ordinance.
The motion carried by the following vote:
Ayes: Ballew, Donovan, and Sidhu (3)
Nays: None (0)
COMMITTEE DISCUSSION
1. DISCUSSION WITH MEMBERS OF THE WRIA 1 PLANNING UNIT REGARDING
RECOMMENDATIONS TO IMPROVE WATER RESOURCE MANAGEMENT AND
FUNDING (AB2018 -274)
Gary Stoyka, Public Works Department, introduced Planning Unit members to discuss
water planning and funding.
Ann Russell and Dan Eisses, Planning Unit Members, referenced and discussed a
memo recently emailed to the Council (on file) about moving forward with the Engrossed
Substitute Senate Bill (ESSB) 6091 process and improving water resource management in
Whatcom County, and answered questions.

Carole Perry spoke about leadership by the Planning Unit.
Dave Onkels, Planning Unit Member, spoke about the watershed planning process,
the Planning Unit's statutory role, and staff changes to priorities.
Kathy Sable spoke about maintaining the water resources inventory area (WRIA) 1
website.
Tyler Schroeder, Executive's Office, provided an update on the WRIA 1 website
repairs.
OTHER BUSINESS
There was no other business.
