CALL TO ORDER
Committee Chair Todd Donovan called the meeting to order at 10:30 a.m. in the Council
Chambers, 311 Grand Avenue, Bellingham, Washington.
ROLL CALL
Present: Tim Ballew, Todd Donovan, Satpal Sidhu
Absent: None
Also Present: Barbara Brenner, Rud Browne, Barry Buchanan, and Tyler Byrd
COMMITTEE DISCUSSION AND RECOMMENDATION TO COUNCIL
1. ORDINANCE ADOPTING AMENDMENTS TO THE PURCHASE OF DEVELOPMENT
RIGHTS (PDR) PROGRAM (AB2018 -235)
Sean D'Agnolo, Purchase of Development Rights Oversight Committee Chair, reported
on the purpose of the program.
Chris Elder, Planning and Development Services Department, answered questions on
funding sources for the program. He submitted and read from a presentation (on file) and
answered questions on points regarding documented water use, the points allotted to each
criterion, and getting a review by the Agricultural Advisory Committee regarding documented
water use. Councilmembers suggested potential changes to the application scores.
Sidhu moved to hold in committee.
The motion carried by the following vote:
Ayes: Ballew, Donovan, and Sidhu (3)
Nays: None (0)
