ROLL CALL Present: Rud Browne, Tyler Byrd, and Satpal Sidhu Absent: None Also Present: Tim Ballew, Barbara Brenner, Barry Buchanan, and Todd Donovan COUNTY EXECUTIVE'S REPORT Jack Louws, County Executive, reported on the biennial budget process. COMMITTEE DISCUSSION AND RECOMMENDATIONS TO COUNCIL 1. ORDINANCE AMENDING THE 2018 WHATCOM COUNTY BUDGET, TENTH REQUEST, IN THE AMOUNT OF $485,339 (AB2018 -236) Browne moved to recommend approval to the full Council. Rod Lamb, Parks and Recreation Department, answered a question about whether there is a traffic count for the Marine Park playground project and whether that item can be removed from the supplemental budget request. Jeff Hegedus, Health Department, answered questions about maintenance activities at solid waste facilities and for the County's obligation versus the waste management company's responsibility for the maintenance costs at the Point Roberts facility. Byrd moved to amend the ordinance by removing part of item five and appropriating $75,000 in Health to fund repair and maintenance of equipment at the solid waste facility in Point Roberts. The motion to amend failed by the following vote: Ayes: Byrd (1) Nays: Browne and Sidhu (2) Jack Louws, County Executive, spoke about an office on the property as an investment. Mike McFarlane, Parks and Recreation Department, answered questions about a privately funded lighthouse in Point Roberts and whether other parks have playgrounds. ORDINANCE AMENDING ORDINANCE NO. 2014 -078 (ESTABLISHMENT OF 6 THE 2015 LIGHTHOUSE MARINE PARK IMPROVEMENT FUND AND PROJECT 7 BASED BUDGET FOR LIGHTHOUSE MARINE PARK IMPROVEMENTS), FOR THE 8 SECOND TIME TO ADD $54,000 OF EXPENDITURE AUTHORITY, FOR A TOTAL 9 AMENDED PROJECT BUDGET OF $328,500 (AB2018 -237) 10 11 Browne moved to recommend approval to the full Council. 12 13 Tyler Schroeder, Executive's Office, answered questions. 14 15 The motion carried by the following vote: 16 Ayes: Browne, Byrd, and Sidhu (3) 17 Nays: None (0) 18 19 3. RESOLUTION DECLARING WHATCOM COUNTY REAL PROPERTY AS SURPLUS 20 (PROPERTY KNOWN AS THE WELCOME PIT) AND SETTING A DATE FOR 21 PUBLIC HEARING THEREON, PURSUANT TO WHATCOM COUNTY CODE 1.10 22 (AB2018 -238) 23 24 Browne moved to recommend approval to the full Council. 25 26 The following staff answered questions: 27 • Andrew Hester, Public Works Department 28 0 Paula Harris, Public Works Department 29 30 Councilmembers and staff discussed legal lots of record that could have a house built 31 on them, mitigating flood and instream flows on the property, and whether this item is 32 urgent or can wait for a year. 33 34 Byrd moved to hold this item in committee. 35 36 Sidhu suggested a friendly amendment to put a one year time limit on the hold 37 of this item. 38 39 Byrd accepted the friendly amendment. 40 41 The motion to hold for one year carried by the following vote: 42 Ayes: Browne, Byrd, and Sidhu (3) 43 Nays: None (0) 44 45 4. REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO A 6 MEMORANDUM OF AGREEMENT BETWEEN WHATCOM COUNTY AND 7 WASHINGTON STATE DEPARTMENT OF ECOLOGY TO PROMOTE THE 8 EFFICIENT USE OF LOCAL AND STATE AGENCY RESOURCES, PROVIDE 9 TIMELY REVIEW AND RESPONSE TO BIOSOLIDS PROJECT PROPONENTS, 10 AND ENSURE CONTINUED PROTECTION OF PUBLIC HEALTH AND THE 11 ENVIRONMENT (AB2018 -240) 12 13 Byrd moved to recommend approval to the full Council. 14 15 The motion carried by the following vote: 16 Ayes: Browne, Byrd, and Sidhu (3) 17 Nays: None (0) 18 19 6. RESOLUTION AUTHORIZING PUBLIC WORKS TO SUBMIT A GRANT 20 APPLICATION AND, IF SUCCESSFUL, FOR THE COUNTY EXECUTIVE TO ENTER 21 INTO A GRANT AGREEMENT BETWEEN WHATCOM COUNTY FLOOD CONTROL 22 ZONE DISTRICT AND WASHINGTON STATE RECREATION AND 23 CONSERVATION OFFICE FOR FUNDING THROUGH THE ESTUARY AND 24 SALMON RESTORATION PROGRAM (COUNCIL ACTING AS THE WHATCOM 25 COUNTY FLOOD CONTROL ZONE DISTRICT BOARD OF SUPERVISORS) 26 (AB2018 -241) 27 28 Byrd moved to recommend approval to the full Council. 29 30 The motion carried by the following vote: 31 Ayes: Browne, Byrd, and Sidhu (3) 32 Nays: None (0) 33 34 7. REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO A CONTRACT BETWEEN WHATCOM COUNTY AND NATURAL RESOURCES CONSERVATION SERVICE TO RECEIVE MATCHING FUNDS FOR THE ACQUISITION OF AGRICULTURAL EASEMENTS ON THE VANDERWERFF, MCLEOD, AND ROPER PROPERTIES, IN THE AMOUNT OF $260,000 (AB2018- 248) Byrd moved to recommend approval to the full Council. REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO A CONTRACT BETWEEN WHATCOM COUNTY AND NATURAL RESOURCE CONSERVATION SERVICE TO RECEIVE MATCHING FUNDS FOR THE ACQUISITION OF AGRICULTURAL EASEMENTS ON THE CARBEE, BRAR, GREENWOOD, AND NEPTUNE BEACH PROPERTIES, IN THE AMOUNT OF $594,500 (AB2018 -249) Browne moved to recommend approval to the full Council.
