CALL TO ORDER
Committee Chair Barry Buchanan called the meeting to order at 1:30 p.m. in the
Council Chambers, 311 Grand Avenue, Bellingham, Washington.
ROLL CALL
Present: Barry Buchanan, Tyler Byrd, and Satpal Sidhu
Absent: None
Also Present: Tim Ballew, Barbara Brenner, Rud Browne, and Todd Donovan
SPECIAL PRESENTATIONS
1. ANNUAL REPORT FROM DISTRICT COURT (AB2018 -066)
Bruce Van Glubt, District Court Administrator, submitted and read from a handout
(on file) and gave a staff report on case filings, the warrant reduction initiative, and
electronic monitoring. He answered questions on the court reminder program.
2. ANNUAL REPORT FROM SUPERIOR COURT (AB2018 -066)
Dave Reynolds, Superior Court Administrator, read from a presentation and gave a
staff report on the status of the Superior Court, Juvenile Court, and Court Clerk's offices'
programs and services. He answered questions about the specific Court Clerk duties.
3. UPDATE FROM WHATCOM COUNTY SHERIFF BILL ELFO REGARDING
JAIL POPULATION DURING FACILITY REPAIRS (AB2018 -275)
Bill Elfo, County Sheriff, gave a staff report on the impacts from booking restrictions
and asked the Council to hire a consultant to identify and optimize space for the jail
population during renovations.
Buchanan moved to recommend that they support the engagement of professional
services to study and recommend solutions for housing jail population during repairs.
Jack Louws, County Executive, answered questions.
Councilmembers and staff discussed the timeline for jail renovations and the need for
a new or expanded jail.
The motion carried by the following vote:
Ayes: Buchanan, Byrd, and Sidhu (3)
