CALL TO ORDER
Committee Chair Barbara Brenner called the meeting to order at 1:30 p.m. in the
Council Chambers, 311 Grand Avenue, Bellingham, Washington.

Absent: Tim Ballew
Also Present: Rud Browne, Tyler Byrd, Todd Donovan, and Satpal Sidhu
SPECIAL PRESENTATION
1. QUARTERLY REPORT FROM WHATCOM COUNTY PUBLIC WORKS (AB2018-
066)
Jon Hutchings, Public Works Director, submitted and read through a handout (on file)
and reported on the ongoing work of the Public Works Department. This summer, they
have been working on pavement management, mowing, striping, and repairs. He described
the upcoming closure of Hannagan Road, Agate Bay stormwater improvement, bridge
projects, and the Birch Bay Drive berm project.
Joe Rutan, Public Works Department, answered questions.
Councilmembers and staff discussed the cost of chip sealing less often, focusing only
on corners and curves; how lane miles are calculated; video recording to lower
reimbursement of claims; a railroad quiet zone at Cliffside Drive; the potential cause of
pavement buckling; and erosion along the roadway at Lake Samish.
