ORDINANCE ESTABLISHING THE SWIFT CREEK SEDIMENT MANAGEMENT 27 FUND AND ESTABLISHING A BUDGET FOR THE SWIFT CREEK SEDIMENT 28 MANAGEMENT FUND (AB2018 -208) 29 30 Roland Middleton, Public Works Department, gave a staff report. 31 32 Browne moved to recommend adoption to the full Council. 33 34 The motion carried by the following vote: 35 Ayes: Browne and Byrd (2) 36 Nays: None (0) 37 Absent: Sidhu (1) 38 39 2. ORDINANCE AMENDING THE WHATCOM COUNTY BUDGET, NINTH REQUEST, 40 IN THE AMOUNT OF $2,014,284 (AB2018 -209) 41 42 Browne moved to recommend adoption to the full Council. 43 44 Bruce Van Glubt, District Court Probation, gave a staff report and answered 45 questions on extending the pilot project for electronic home monitoring, comparing results 46 with the cash bail statistics, data on similar programs in other jurisdictions, and the 47 possibility of expanding the program more than requested. 48 49 Bill Elfo, Sheriff, answered questions on the level of supervision given to these 50 pretrial program participants. 51 52 Curt Mount, Sheriff's Office, answered questions on the number of defendants using 53 electronic home monitoring. REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO A 19 CONTRACT AMENDMENT BETWEEN WHATCOM COUNTY AND WASHINGTON 20 STATE DEPARTMENT OF CHILDREN, YOUTH AND FAMILIES TO PROVIDE 21 HIGH QUALITY HOME VISITING SERVICES TO HIGH RISK FAMILIES USING 22 THE NURSE FAMILY PARTNERSHIP PROGRAM MODEL FOR THE PURPOSES OF 23 IMPROVING OUTCOMES FOR PARTICIPANTS AND STRENGTHENING 24 COORDINATION OF SERVICES, IN THE AMOUNT OF $348,075.58, FOR A 25 TOTAL AMENDED CONTRACT AMOUNT OF $683,601.39 (AB2018 -218) 26 27 Browne moved to recommend approval to the full Council. 28 29 The motion carried by the following vote: 30 Ayes: Browne and Byrd (2) 31 Nays: None (0) 32 Absent: Sidhu (1) 33 34 2. REQUEST APPROVAL FOR THE COUNTY EXECUTIVE TO AWARD BID #18 -25 35 TO ALL BIDDERS FOR RENTAL RATES FOR MAINTENANCE AND 36 CONSTRUCTION EQUIPMENT WITHOUT OPERATORS, NOT TO EXCEED 37 $100,000 FOR EACH VENDOR (AB2018 -219) 38 39 Browne moved to recommend approval to the full Council. 40 41 Jack Louws, County Executive, answered questions on how the administration 42 identifies vendors for the list. 43 44 The motion carried by the following vote: 45 Ayes: Browne and Byrd (2) 46 Nays: None (0) 47 Absent: Sidhu (1) 48 49 3.
