CALL TO ORDER
Committee Chair Barry Buchanan called the meeting to order at 2:00 p.m. in the
Council Chambers, 311 Grand Avenue, Bellingham, Washington.
ROLL CALL
Present: Barry Buchanan, Tyler Byrd, and Satpal Sidhu
Absent: None
Also Present: Barbara Brenner, Rud Browne, and Todd Donovan
SPECIAL PRESENTATION
1. REPORT ON THE WHATCOM COUNTY CRIMINAL JUSTICE & PUBLIC SAFETY
COMMITTEE'S LISTENING TOUR (AB2018 -087A)
Buchanan described the committee's listening tour.
Holly O'Neil, Crossroads Consulting, submitted the Report on Whatcom County
Criminal Justice and Public Safety Listening Tour (on fi /e). She submitted and read from a
presentation (on file). She answered questions on ranking peoples' concerns and a jail
location.
Councilmembers discussed evaluating and improving the listening tour process,
creating a statistical survey, notification to the community via text messages, surveys
versus questionnaires, people who attended the listening sessions, defining long -term goals
and creating holistic solutions.
The following people answered questions:
Jack Louws, County Executive
• Tyler Schroeder, County Executive's Office
Jill Nixon, County Council Office
Councilmembers continued to discuss how to move forward, how people get
information, how the County can communicate factual information to the public, scheduling
a Committee of the Whole meeting to discuss how to move forward, how soon the County
can implement a pretrial services unit for Superior Court, and the upcoming biennial budget
process and additional services requests (ASRs).
