ROLL CALL Present: Barry Buchanan, Tyler Byrd, and Satpal Sidhu Absent: None Also Present: Tim Ballew, Barbara Brenner, Rud Browne, and Todd Donovan SPECIAL PRESENTATIONS Deborra Garrett, Superior Court Judge, thanked the councilmembers for approving funding for a pretrial risk assessment tool for Superior Court and gave a staff report on the plans and progress of the Pretrial Processes Workgroup. She answered questions on coordinating services with District Court and potential liability for the County from pretrial release of Superior Court defendants. 1. ANNUAL REPORT FROM THE PUBLIC DEFENDER'S OFFICE (AB2018 -066) Starck Follis, Public Defender, reported on the appointment of the Chief Deputy Public Defender Angela Anderson; annual statistics on case loads; expanding staff and staff training; and the need for new case management software. He answered questions on the percentage of Public Defender clients who don't have access to cell phones for court reminder calls and the reasons for increasing caseloads. 2. REPORT FROM COUNCILMEMBER BARRY BUCHANAN AND DISTRICT COURT ADMINISTRATOR BRUCE VAN GLUBT ON THE INTERGOVERNMENTAL POLICY ACADEMY CONFERENCE (AB2018 -017) Buchanan reported on the recent conference, including conference topics regarding young adults in the criminal justice system, the sequential intercept model, addressing racial disparity in the jail system, and reentry services. Over the next year, the Bellingham /Whatcom conference participants will develop joint City /County goals, and then return to next year's conference. Bruce Van Glubt, District Court Administrator, continued to report on the conference from his perspective as an administrator, not a legislator, and augmenting data collection in the local criminal justice system.
