UPDATE FROM THE AUDITOR'S OFFICE ON STATE REIMBURSEMENT FOR 30 RETURN POSTAGE ON BALLOTS FOR THE PRIMARY AND GENERAL 31 ELECTIONS 2018 (AB2018 -183) 32 33 Debbie Adelstein, Auditor, gave a staff report and answered questions on mandated 34 changes, informing the public that postage is paid, and whether it's safe to require voters to 35 put their signature on the outside of the ballot. 36 37 38 COMMITTEE DISCUSSION AND RECOMMENDATIONS TO COUNCIL 39 40 1. RESOLUTION AUTHORIZING THE COUNTY EXECUTIVE, THROUGH PARKS 28 DIRECTOR MICHAEL MCFARLANE, TO MAKE APPLICATION AND ENTER INTO 29 A GRANT AGREEMENT BETWEEN WHATCOM COUNTY AND THE WASHINGTON 30 STATE RECREATION AND CONSERVATION OFFICE FOR FUNDING THROUGH 31 THE WASHINGTON WILDLIFE AND RECREATION PROGRAM FOR THE MAPLE 32 FALLS PARK TRAILHEAD DEVELOPMENT, IN THE AMOUNT OF $380,000 33 (AB2018 -184) 34 35 Byrd moved to recommend adoption to the full Council. 36 37 Mike McFarlane, Parks Department Director, answered questions on the location of 38 the trail, the use of matching County funds from the real estate excise tax (REET) 2 funds, a 39 Columbia Valley trail, and the types of amendments that may occur. 40 41 Tyler Schroeder, Executive's Office, answered questions. 42 43 The motion carried by the following vote: 44 Ayes: Byrd and Sidhu (2) 45 Nays: None (0) 46 Absent: Browne (1) 47 48 5.
