8 Committee Chair Barbara Brenner called the meeting to order at 1:17 p.m. in the
9 Council Chambers, 311 Grand Avenue, Bellingham, Washington.

21 1. QUARTERLY REPORT FROM WHATCOM COUNTY PUBLIC WORKS (AB2018-

24 Jon Hutchings, Public Works Director, submitted a handout (on file) and gave a staff
25 report. He answered questions about whether old culverts can be reused and what they are
26 typically made of.

31 1. UPDATE FROM WHATCOM COUNTY HEALTH DEPARTMENT ON THE
32 DEPARTMENT'S PERFORMANCE MANAGEMENT SYSTEM (AB2018 -145)

34 The following Health Department staff referenced and read from the presentation in
35 the Council packet:

40 Staff and councilmembers discussed when the Health Department began the
41 performance management system, whether other departments are using the system,
42 including raw numbers in percentage charts as a reference, and the syringe exchange
43 program.

45 Jack Louws, County Executive, stated he is looking into having other departments
46 implement a similar performance management system and possibly adding to the budget
47 more money for the syringe exchange program.

49 2. DISCUSSION OF A PROPOSED ORDINANCE AMENDING WHATCOM COUNTY
50 CODE 8.11, SOLID WASTE RECYCLING AND COLLECTION DISTRICT, AND
51 WHATCOM COUNTY CODE 8.10, SOLID WASTE AND RESIDENTIAL
52 RECYCLING COLLECTION, REGARDING SOLID WASTE COLLECTION IN POINT
