CALL TO ORDER
Committee Chair Barbara Brenner called the meeting to order at 12:15 p.m. in the
Council Chambers, 311 Grand Avenue, Bellingham, Washington,
ROLL CALL
Present: Tim Ballew, Barbara Brenner, and Barry Buchanan
Absent: None
Also Present: Rud Browne, Tyler Byrd, Todd Donovan, and Satpal Sidhu
COMMITTEE DISCUSSION
1. DISCUSSION REGARDING AMENDMENTS TO WHATCOM COUNTY CODE 8.11,
SOLID WASTE RECYCLING AND COLLECTION DISTRICT, AND 8.10, SOLID
WASTE RESIDENTIAL RECYCLING COLLECTION, REGARDING SOLID WASTE
COLLECTION IN POINT ROBERTS (AB2018 -146A)
The following people spoke:
Mark Robbins, Point Roberts Taxpayers' Association President, spoke about his
association and stated they approve of improved solid waste management and the process
has been open and public throughout. They want many garbage services, such as
commercial and recycling services. Make sure the curbside collection system is financially
stable.
Barbara Bradstock stated she supports the process that has happened. It's time to
eliminate the waiver and eliminate unsafe toxic waste disposal.
Councilmembers discussed program alternatives, the impact of allowing exemptions,
and the rate structure.
Buchanan moved to recommend that the Council introduce at the evening meeting
and schedule a public hearing at the next available date.
Jeff Hegedus, Health Department, answered questions.
The motion carried by the following vote:
Ayes: Ballew, Brenner, and Buchanan (3)
