CALL TO ORDER
Committee Chair Barbara Brenner called the meeting to order at 1:00 p.m. in the
Council Chambers, 311 Grand Avenue, Bellingham, Washington.

Present: Tim Ballew, Barbara Brenner, and Barry Buchanan
Absent: None
Also Present: Rud Browne, Tyler Byrd, Todd Donovan, and Satpal Sidhu
COMMITTEE DISCUSSION
1. DISCUSSION WITH PUBLIC WORKS STAFF TO PROVIDE BACKGROUND OF
THE UPCOMING LUMMI ISLAND FERRY ADVISORY COMMITTEE
RECOMMENDATION OF THE LEVEL -OF- SERVICE FOR THE LUMMI ISLAND
FERRY SYSTEM (AB2018 -173)
Roland Middleton, Public Works Department, gave a staff report on the work of the
Lummi Island Ferry Advisory Committee ( LIFAC) and the upcoming LIFAC recommendation
for amendments to the Comprehensive Plan and ferry level of service (LOS). He answered
questions.
Jack Louws, County Executive, answered questions.
Councilmembers and staff discussed the property necessary for moving the ferry
dock, short -term and long -term tasks for maintaining and rebuilding the terminals, focusing
on level of service, making sure homeowners are agreeable to the project and there are no
plans for condemnation of private property, and the Lummi Nation's plans for nearby
property.
Ballew stated he would recuse himself from any votes regarding ferry service.
2. DISCUSSION OF A PROPOSED RESOLUTION AUTHORIZING USE AND
ESTABLISHING EXPENDITURE AUTHORITY FOR POINT ROBERTS
TRANSPORTATION BENEFIT DISTRICT TAX REVENUE FUNDS FOR TYEE
DRIVE STREETSCAPE CORRIDOR LANDSCAPE MAINTENANCE (COUNCIL
ACTING AS THE GOVERNING BODY FOR THE POINT ROBERTS BENEFIT
DISTRICT (RESOLUTION SCHEDULED FOR INTRODUCTION THIS EVENING)

Brian Walker, Public Works Department, gave a staff report.
Jeff Christopher, Point Roberts Community Advisory Committee Chair, submitted a
handout (on file) and continued the staff report on the plan to engage professional
landscape maintenance along Tyee Drive.

2 Councilmembers and the presenters discussed developing a proposal to create a
3 walkway along the road for pedestrians and whether it's appropriate to use transportation
4 benefit money for beautification instead of for transportation improvement.
