ROLL CALL Present: Barbara Brenner, Tyler Byrd, and Todd Donovan Absent: None Also Present: Tim Ballew, Barry Buchanan, and Satpal Sidhu SPECIAL PRESENTATION 1. PRESENTATION FROM THE LOW INCOME HOUSING INSTITUTE (LIHI) REGARDING PROGRAMS THEY HAVE ESTABLISHED TO BENEFIT LOW - INCOME, HOMELESS, AND FORMERLY HOMELESS PEOPLE IN WASHINGTON STATE(AB2018 -201) Sharon Lee, Executive Director, submitted and read from a presentation (on file) and answered questions on potential locations; barriers and opportunities for finding locations; allowing tiny homes on private property; State property tax exemption on private property that hosts homeless housing solutions; the time allowed on a lease in general; whether residents pay any kind of rent; the possibility of buying a site and applying mobile home - type zoning; tiny homes in single - family zones; religious -owned property; lower crime rate trends near tiny house villages due to existing security onsite; necessary site conditions; harm reduction efforts; moving people into other transitional housing and employment; regular visits from the Health Department staff, code enforcement staff, and medical providers; safe storage locker programs; how units are heated; and a permit extension clause. Jim Peterson, HomesNOW, spoke about Code requirements for dwellings under 120 square feet, self- managed homeless communities, and fencing requirements. Doug Gustafson, HomesNOW, spoke about the number of permit extensions allowed in the draft ordinance. Jennifer Mansfield, HomesNOW, spoke about harm reduction and mental health issues related to hoarding behavior. OTHER BUSINESS There was no other business.
