ROLL CALL Present: Rud Browne, Tyler Byrd, and Satpal Sidhu Absent: None Also Present: Barbara Brenner, Barry Buchanan, and Todd Donovan COUNTY EXECUTIVE'S REPORT Jack Louws, County Executive, reported on the following items: • Possible locations in the City of Bellingham and surrounding urban growth areas that could accommodate the HomesNOW and storage locker initiatives. • An upcoming presentation on capital projects for the next six years SPECIAL PRESENTATION 1. SEMI - ANNUAL REPORT FROM WHATCOM COUNTY FACILITIES (AB2018 -066) Rob Ney, Administrative Services Department, gave a staff report on the courthouse exterior project, jail repairs, the triage facility design project, and a new proposed project manager position. Jack Louws, County Executive, answered questions about the East Whatcom Regional Center project. COMMITTEE DISCUSSION AND RECOMMENDATION TO COUNCIL 1. ORDINANCE AMENDING WHATCOM COUNTY CODE 1.08, INITIATIVES, REFERENDUM, AND RECALL, TO REFLECT CHANGES APPROVED BY THE VOTERS (AB2018 -134) Debbie Adelstein, County Auditor, gave a staff report and answered questions about the word count allowance and how that relates to the Charter amendment. Browne moved to hold in committee. Staff and the committee discussed clarifying the intent before the evening Council meeting. The motion carried by the following vote: Ayes: Browne, Byrd, and Sidhu (3) Nays: None (0) COUNCIL "CONSENT AGENDA" ITEM 1. REQUEST APPROVAL FOR THE COUNTY EXECUTIVE TO AUTHORIZE THE PURCHASE, USING WASHINGTON STATE CONTRACT #00816, OF A REPLACEMENT LOWBOY TRAILER FROM VENDOR PAPE MACHINERY, INC., IN THE AMOUNT OF $89,526.76 (AB2018 -144) Browne moved to recommend approval to the full Council. Jeff Gollen, Public Works Department, answered questions on the lifespan of lowboy trailers and why this equipment is being replaced. Byrd moved to hold in committee. The motion carried by the following vote: Ayes: Browne, Byrd, and Sidhu (3) Nays: None (0) HER BUSINESS There was no other business.
