TO ORDER Committee Chair Satpal Sidhu called the meeting to order at 9:45 a.m. in the Council Chambers, 311 Grand Avenue, Bellingham, Washington. ROLL CALL Present: Rud Browne, Tyler Byrd, and Satpal Sidhu Absent: None Also Present: Tim Ballew, Barbara Brenner, Barry Buchanan, and Todd Donovan COUNTY EXECUTIVE'S REPORT Jack Louws, County Executive, reported on the following items: • The upcoming budget workshop with the Council and administration • Retirement of Linda Twitchell of the Building Industry Association • A handout (on file) of the preliminary 2019 -2022 capital projects Tyler Schroeder, Executive's Office, answered questions. Staff and councilmembers discussed the ending fund balance for the real estate excise tax (REET) fund balance, possible relocation of the morgue, the essential priorities of the projects, and shared government buildings between the County and City of Bellingham. SPECIAL PRESENTATION 2. QUARTERLY REPORT FROM FINANCE MANAGER BRAD BENNETT (AB2018- 066) Brad Bennett, Administrative Services Department, submitted and read from the quarterly report (on file) and answered questions. Revenues and expenditures are as planned. The projected fund balance is $12.4 million. Sales tax is up 12 percent in the first quarter. A proposed ordinance scheduled for introduction is to remove the sunset provision in the purchasing policy. Tyler Schroeder, Executives' Office, answered questions and described information on individual projects that is available on the County's website. Staff and councilmembers discussed property tax levels, the State education tax, changes to the purchasing policy, closure of project funds, and bid respondents. ANNUAL PRESENTATION FROM THE COMMISSION AGAINST DOMESTIC VIOLENCE (AB2018 -143) Susan Marks, Commission Against Domestic Violence, submitted and read from a presentation (on file). She answered questions about partnering with the County Sheriff, the high risk team, identifying the reason behind abuse behaviors, and partnering with the school districts. COMMITTEE DISCUSSION AND RECOMMENDATIONS TO COUNCIL I. ORDINANCE AMENDING THE WHATCOM COUNTY BUDGET, SEVENTH REQUEST, IN THE AMOUNT OF $1,861,232 (AB2018 -150) Browne moved to recommend adoption to the full Council. The motion carried by the following vote: Ayes: Browne and Sidhu (2) Nays: Byrd (1) 2. ORDINANCE ESTABLISHING THE MENTAL HEALTH AND DEVELOPMENTAL DISABILITIES SPECIAL REVENUE FUND (AB2018 -151) Byrd moved to recommend adoption to the full Council. The following staff answered questions on fund expenditures: • Regina Delahunt, Public Health Director • Jack Louws, County Executive The motion carried by the following vote: Ayes: Browne, Byrd, and Sidhu (3) Nays: None (0) 3. ORDINANCE CLOSING THE POTTER ROAD — SOUTH FORK BRIDGE NO. 148 REPLACEMENT PROJECT FUND 342 (AB2018 -152) Browne moved to recommend adoption to the full Council. The following staff answered questions: • Tyler Schroeder, Executive's Office • Jack Louws, County Executive • Jon Hutchings, Public Works Department Director Staff and councilmembers discussed rules for using State and federal grant money. The motion carried by the following vote: Ayes: Browne, Byrd, and Sidhu (3) Nays: None (0) 4. ORDINANCE CLOSING THE 2015 COUNTY ROADWAY SAFETY PROGRAM FUND 355 (AB2018 -153) Byrd moved to recommend adoption to the full Council. REQUEST APPROVAL FOR THE COUNTY EXECUTIVE TO AUTHORIZE THE 20 PURCHASE, USING WASHINGTON STATE CONTRACT #00816, OF A 21 REPLACEMENT LOWBOY TRAILER FROM VENDOR PAPE MACHINERY, INC., IN 22 THE AMOUNT OF $89,526.76 (FROM MAY 8) (AB2018 -144) 23 24 Browne moved to recommend approval to the full Council. 25 26 The motion carried by the following vote: 27 Ayes: Browne and Sidhu (2) 28 Nays: Byrd (1) 29 30 31 COUNCIL "CONSENT AGENDA" ITEMS 32 33 1. REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO A 34 CONTRACT AMENDMENT BETWEEN WHATCOM COUNTY AND NORTHWEST 35 YOUTH SERVICES TO ADD ADDITIONAL FUNDING FOR RENTAL ASSISTANCE 36 TO HELP SUPPORT YOUTH IN THE TRANSITIONAL LIVING PROGRAM AT 37 FRANCIS PLACE, IN THE AMOUNT OF $36,990, FOR A TOTAL AMENDED 38 CONTRACT AMOUNT OF $442,652 (AB2018 -156) 39 40 Byrd moved to recommend approval to the full Council. 41 42 The motion carried by the following vote: 43 Ayes: Browne, Byrd, and Sidhu (3) 44 Nays: None (0) 45 46 2. REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO A 47 GRANT AGREEMENT BETWEEN WHATCOM COUNTY AND THE WASHINGTON 48 DEPARTMENT OF ECOLOGY TO RECEIVE FUNDING FOR OPERATION OF A 49 FIXED TOXICS FACILITY USED FOR THE PROPER DISPOSAL AND RECYCLING 50 OF MODERATE RISK WASTES AND RURAL WASTE OIL AND ANTIFREEZE 51 COLLECTION STATIONS, IN THE AMOUNT OF $196,714.64 (AB2018 -157) 52 53 Browne moved to recommend approval to the full Council. REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO A GRANT AGREEMENT BETWEEN WHATCOM COUNTY AND THE WASHINGTON DEPARTMENT OF ECOLOGY TO RECEIVE FUNDING FOR SOLID WASTE COMPLIANCE MANAGEMENT AND LITTERING AND ILLEGAL DUMPING ENFORCEMENT SERVICES, IN THE AMOUNT OF $134,811.14 (AB2018 -158) Byrd moved to recommend approval to the full Council. Jeff Hegedus, Health Department, answered questions about facilities that are exempt from the Washington Administrative Code (WAC). The motion carried by the following vote: Ayes: Browne, Byrd, and Sidhu (3) Nays: None (0) 4. REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO A 5 YEAR LEASE AGREEMENT, WITH TWO 5 -YEAR LEASE RENEWAL OPTIONS, BETWEEN WHATCOM COUNTY AND THE PORT OF BELLINGHAM FOR USE OF THE PROPERTY LOCATED AT 3720 WILLIAMSON WAY IN THE MONTHLY AMOUNT IN YEARS 1 AND 2 OF $1,288.9 $1,309.61 AND IN YEARS 3 THROUGH 5, THE AMOUNT OF $1;_E- .43 $1,375.09 (AB2018 -159) Byrd moved to recommend approval of the substitute version to the full Council. REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO A CONTRACT AMENDMENT (AMENDMENT NO. 2) BETWEEN WHATCOM COUNTY AND THE COUNTY ROAD ADMINISTRATION BOARD (CRAB) TO ALLOW THE COUNTY TO RECEIVE ADDITIONAL RURAL ARTERIAL PROGRAM (RAP) GRANT FUNDING FOR THE EAST SMITH ROAD PAVEMENT REHABILITATION PROJECT (EVERSON- GOSHEN ROAD TO SR -542) (AB2018 -164) Byrd moved to recommend approval to the full Council. Jim Karcher, Public Works Department, gave a staff report and answered questions on the purpose of requesting or accepting more grants funds.
