CALL TO ORDER
Committee Chair Barry Buchanan called the meeting to order at 11:58 a.m. in the
Council Chambers, 311 Grand Avenue, Bellingham, Washington.
ROLL CALL
Present: Barry Buchanan, Tyler Byrd, and Satpal Sidhu
Absent: None
Also Present: Barbara Brenner, Rud Browne, and Todd Donovan
SPECIAL PRESENTATION
1. UPDATE ON THE CRIMINAL JUSTICE AND PUBLIC SAFETY COMMITTEE'S
"LISTENING TOUR" (AB2018 -087)
Councilmembers discussed when to roll out the survey, the type of survey to use,
what would happen to surveys already collected, how much the Qualtrics survey software
would cost, and how email addresses and text numbers would be acquired.
Buchanan submitted a handout (on file) regarding a Safety Justice Challenge grant
opportunity for reducing incarceration.
Councilmembers discussed getting feedback on the grant opportunity from the
Incarceration Prevention and Reduction Task Force ( IPRTF) for their analysis and
recommendation regarding the grant.
Buchanan moved to forward the grant opportunity to IPRTF for their analysis and
recommendation as to whether Council should pursue a grant.
Tyler Schroeder, Executive's Office, stated he will also forward the grant opportunity
to administrative staff.
The motion carried by the following vote:
Ayes: Buchanan, Byrd, and Sidhu (3)
Nays: None (0)
