ROLL CALL Present: Rud Browne, Tyler Byrd, and Satpal Sidhu Absent: None Also Present: Tim Ballew, Barbara Brenner, Barry Buchanan, and Todd Donovan COUNTY EXECUTIVE'S REPORT There were no reports. SPECIAL PRESENTATIONS 1. UPDATE FROM WHATCOM EVENTS ON THE SKI TO SEA RACE (AB2018 -017) Anna Rankin, Race Director, spoke about the Ski -to -Sea race history and the need for sponsors and funding. 2. PRESENTATION OF BELLINGHAM WHATCOM TOURISM RESULTS FOR 2017 BY PRESIDENT AND CEO SANDY WARD (AB2018 -017) Sandy Ward, President /CEO, submitted and read from a presentation (on file). 3. SEMIANNUAL REPORT FROM HUMAN RESOURCES (AB2018 -066) Karen Goens, Administrative Services Department, submitted a handout (on file) and spoke about County employee leadership. COMMITTEE DISCUSSION AND RECOMMENDATIONS TO COUNCIL 1. ORDINANCE AMENDING ORDINANCE NO. 2014 -081 (ESTABLISHMENT OF THE AGATE HEIGHTS /ESTATE BAY LANE STORM WATER IMPROVEMENT FUND AND ESTABLISHMENT OF A PR03ECT BASED BUDGET FOR AGATE HEIGHTS ESTATE /BAY LANE STORM WATER IMPROVEMENTS), FOR A SECOND TIME TO ADD $528,219 OF EXPENDITURE AUTHORITY, FOR A TOTAL AMENDED PROJECT BUDGET AMOUNT OF $1,308,219 (AB2018 -126) Browne moved to recommend approval to the full Council. ORDINANCE AMENDING THE WHATCOM COUNTY BUDGET, SIXTH REQUEST, 13 IN THE AMOUNT OF $2,836,591 (AB2018 -127) 14 15 Byrd moved to recommend approval to the full Council. 16 17 The following staff answered questions: 18 • Tyler Schroeder, Executive's Office 19 • Jack Louws, County Executive 20 0 Brad Bennett, Administrative Services Department 21 22 Staff and councilmembers discussed the Conservation Futures fund and funds from 23 the Natural Resources Conservation Service (NRCS), how they decide to buy conservation 24 rights, adding office space and upgrades for the Williamson Way building, leasing the 25 property owned by the Port of Bellingham, and using real estate excise tax (REET) funds. 26 27 The motion carried by the following vote: 28 Ayes: Browne, Byrd, and Sidhu (3) 29 Nays: None (0) 30 31 3. RESOLUTION AMENDING THE 2018 WHATCOM COUNTY FLOOD CONTROL 32 ZONE DISTRICT AND SUBZONES BUDGET, SECOND REQUEST, IN THE 33 AMOUNT OF $750,000 (COUNCIL ACTING AS THE WHATCOM COUNTY FLOOD 34 CONTROL ZONE DISTRICT BOARD OF SUPERVISORS) (AB2018 -128) 35 36 Byrd moved to recommend approval to the Flood Control Zone District Board of 37 Supervisors. 38 39 The motion carried by the following vote: 40 Ayes: Browne, Byrd, and Sidhu (3) 41 Nays: None (0) 42 43 44 COUNCIL "CONSENT AGENDA" ITEMS 45 46 1. REQUEST APPROVAL FOR THE COUNTY EXECUTIVE TO ENTER IN TO AN INTERLOCAL COOPERATIVE PURCHASING AGREEMENT WITH JEFFERSON COUNTY TO UTILIZE JEFFERSON COUNTY'S COMPETITIVELY BID CONTRACTS FOR PURCHASES OF SUPPLIES, GOODS, SERVICES, AND EQUIPMENT, PER RCW CHAPTER 39.34 (AB2018 -136) Browne moved to recommend approval to the full Council. The motion carried by the following vote: Ayes: Browne, Byrd, and Sidhu (3) Nays: None (0) Brad Bennett, Administrative Services Department, answered questions on entering into agreements with other counties to share bids. OTHER BUSINESS There was no other business.
