CALL TO ORDER
Committee Chair Barbara Brenner called the meeting to order at 1:30 p.m. in the
Council Chambers, 311 Grand Avenue, Bellingham, Washington.
ROLL CALL
Present: Tim Ballew, Barbara Brenner, and Barry Buchanan
Absent: None
Also Present: Rud Browne, Tyler Byrd, Todd Donovan, and Satpal Sidhu
SPECIAL PRESENTATION
1. HEALTH DEPARTMENT TO PROVIDE AN UPDATE ON POINT ROBERTS SOLID
WASTE MANAGEMENT SYSTEM (AB2018 -124)
Jeff Hegedus, Health Department, gave a staff report on the update to the solid
waste management system. He described the public process, the history of solid waste
service in Point Roberts, and recommendations for amendments to the system. He
answered questions about residents who don't have service or approved exemptions,
financial losses for the current provider, State Utility and Transportation Commission (UTC)
requirements, the value of recyclables, the reason for charging only parcels with a septic
system, and charges for recycling.
The following people spoke:
• Ken Calder submitted and referenced a handout (on file) and spoke about
fees on the property tax that goes to a private service provider, the required
level of service, and recycling incentives.
Allison Calder spoke about state and local requirements.
• Jeff Christopher, Point Roberts Community Advisory Committee, spoke about
illegal handling of garbage by the majority of Point Roberts residents, who are
Canadian residents, the problematic waste collection system in Point Roberts,
and continuing the public process.
Councilmembers, staff, and the speakers discussed how to get compliance in the
community and the lack of public education.
