CALL TO ORDER
Council Chair Rud Browne called the meeting to order at 1:33 p.m. in the Council
Chambers, 311 Grand Avenue, Bellingham, Washington.
ROLL CALL
Present: Tim Ballew, Barbara Brenner, Rud Browne, Barry Buchanan, Tyler
Byrd, and Todd Donovan.
Absent: Satpal Sidhu.
COMMITTEE DISCUSSION
1. DISCUSSION WITH ASSISTANT CHIEF CIVIL DEPUTY PROSECUTOR KAREN
FRAKES REGARDING POTENTIAL OPIOID LITIGATION AGAINST
MANUFACTURERS AND DISTRIBUTORS OF PRESCRIPTION OPIOIDS
(AB2018 -018)
Attorney Present: Karen Frakes, Prosecutor's Office, and David Ko and Derek Loeser,
Keller Rohrback Law Offices LLP
Browne stated that discussion of agenda item one may take place in executive
session pursuant to RCW42.30.110 (1)(i). Executive session will conclude no later than
2:15 p.m. If the meeting extends beyond the stated conclusion time, he will step out of the
meeting to make a public announcement.
Buchanan moved to go into executive session until no later than 2:15 p.m. to
discuss the agenda items pursuant to RCW citations as announced by the Council Chair.
The motion was seconded.
The motion carried by the following vote:
Ayes: Ballew, Brenner, Browne, Buchanan, Byrd, and Donovan (6)
Nays: None (0)
Absent: Sidhu (1)
At 2:15 p.m., Browne announced that the Executive Session would extend to no later
than 2:30 p.m.
At 2:30 p.m., Browne announced that the Executive Session would extend to no later
than 2:45 p.m.
