ROLL CALL Present: Tim Ballew, Barbara Brenner, Rud Browne (participation via teleconference), Barry Buchanan, Tyler Byrd, and Todd Donovan. Absent: Satpal Sidhu. REQUEST CONFIRMATION OF THE COUNTY EXECUTIVE'S APPOINTMENT OF 7 MARK PERSONIUS TO PLANNING & DEVELOPMENT SERVICES DIRECTOR 8 EFFECTIVE MARCH 26, 2018, PURSUANT TO WHATCOM COUNTY CODE 9 SECTION 2.32 (AB2018 -093) 10 11 Jack Louws, County Executive, gave a staff report. 12 13 Brenner moved to confirm the appointment. 14 15 The motion was seconded. 16 17 The motion carried by the following vote: 18 Ayes: Ballew, Brenner, Browne, Buchanan, Byrd, and Donovan (6) 19 Nays: None (0) 20 Absent: Sidhu (1) 21 22 Mark Personius, Planning and Development Services Department Director, thanked 23 the Council for their confirmation. 24 25 3. REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO A 26 CONTRACT BETWEEN WHATCOM COUNTY AND COMPASS HEALTH TO 27 PROVIDE MENTAL HEALTH TREATMENT SERVICES TO YOUTH AGES 13 -24 28 WHO UTILIZE THE SERVICES OF NORTHWEST YOUTH SERVICES IN THE 29 AMOUNT OF $44,330 (AB2018 -094) 30 31 Buchanan moved to approve the request. 32 33 The motion was seconded. 34 35 The motion carried by the following vote: 36 Ayes: Ballew, Brenner, Browne, Buchanan, Byrd, and Donovan (6) 37 Nays: None (0) 38 Absent: Sidhu (1) 39 40 4. Jon Hutchings, Public Works Department Director, answered questions about the possibility of the County using private property for the Lummi Island ferry if property owners are willing and about an upcoming meeting on Lummi Island regarding ferry services. Donovan submitted and councilmembers discussed a draft letter (on file) from the Whatcom County Council to the Washington State Medicaid Director of the Health Care Authority, MaryAnne Lindeblad, regarding Medicaid funding of behavioral health services and the crisis triage center through the new managed care organizations (MCO)s. Jack Louws, County Executive, stated he supports the letter and will be sending one of his own. Buchanan moved to authorize the Council Vice -Chair to send the letter as presented. The motion was seconded. Councilmembers discussed the timing of approving and sending the letter and the need for more beds for medical detoxification in the community. Tyler Schroeder, Executive's Office, described the transition from funding from the Behavioral Health Organizations to MCOs. The motion carried by the following vote: Ayes: Ballew, Browne, Buchanan, Byrd, and Donovan (5) Nays: None (0) Abstains: Brenner (1) Absent: Sidhu (1) Councilmembers gave updates on recent activities and upcoming events.
