CALL TO ORDER
Council Vice -Chair Todd Donovan called the meeting to order at 7:00 p.m. in the
Council Chambers, 311 Grand Avenue, Bellingham, Washington.

Donovan reported for the Natural Resources Committee, Special Committee of the
Whole, and Committee of the Whole meetings.
Jon Hutchings, Public Works Department Director, answered questions about the
possibility of the County using private property for the Lummi Island ferry if property
owners are willing and about an upcoming meeting on Lummi Island regarding ferry
services.
Donovan submitted and councilmembers discussed a draft letter (on file) from the
Whatcom County Council to the Washington State Medicaid Director of the Health Care
Authority, MaryAnne Lindeblad, regarding Medicaid funding of behavioral health services
and the crisis triage center through the new managed care organizations (MCO)s.
Jack Louws, County Executive, stated he supports the letter and will be sending one
of his own.
Buchanan moved to authorize the Council Vice -Chair to send the letter as
presented.
The motion was seconded.
Councilmembers discussed the timing of approving and sending the letter and the
need for more beds for medical detoxification in the community.
Tyler Schroeder, Executive's Office, described the transition from funding from the
Behavioral Health Organizations to MCOs.

Councilmembers gave updates on recent activities and upcoming events.
