6 Council Vice -Chair Todd Donovan called the meeting to order at 3:45 p.m. in the
7 Council Conference Room, 311 Grand Avenue, Bellingham, Washington.

11 Present: Tim Ballew, Barbara Brenner, Barry Buchanan, Tyler Byrd, and Todd
12 Donovan.
13 Absent: Satpal Sidhu and Rud Browne

22 Donovan stated that discussion of agenda item one may take place in executive
23 session pursuant to RCW42.30.110 (1)(i). Executive session will conclude no later than
24 7:00 p.m. If the meeting extends beyond the stated conclusion time, he will step out of the
25 meeting to make a public announcement.

27 Buchanan moved to go into executive session until no later than 7:00 p.m. to
28 discuss the agenda items pursuant to RCW citations as announced by the Council Chair.
29 The motion was seconded.

31 The motion carried by the following vote:
32 Ayes: Ballew, Brenner, Buchanan, Byrd, and Donovan (5)
33 Nays: None (0)
