CALL TO ORDER
Committee Chair Barry Buchanan called the meeting to order at 1:00 p.m. in the
Council Chambers, 311 Grand Avenue, Bellingham, Washington.
ROLL CALL
Present: Barry Buchanan and Tyler Byrd
Absent: Satpal Sidhu
Also Present: Tim Ballew, Todd Donovan, Barbara Brenner, and Rud Browne (via
teleconference)
COMMITTEE DISCUSSION
1. DISCUSSION REGARDING LOGISTICS OF FUTURE LISTENING
SESSION (AB2018 -087)
Buchanan gave a staff report and submitted a draft marketing poster and draft
survey (on file).
Committee members discussed a possible listening tour invitation poster, tour
schedule, and possible questions for an online survey.
Dana Brown - Davis, Clerk of the Council, and the committee members discussed
suggestions for the poster format, design, and content and making it clear that the
committee is hosting the tour, not the full Council.
The committee also discussed the draft survey questions and format, the possibility
of a phone survey, and keeping the survey statistically valid.
Byrd moved to allocate money to create and implement a combined telephone and
Google survey to gather statistically -valid opinions of the community.
Councilmembers and staff discussed the process to choose a vendor or process to
implement the survey, how the survey would be presented in the listening sessions, and
how the results would be tabulated.
Jack Louws, County Executive, stated he suggests conducting a few listening
sessions to see where the community is first before spending money for a survey. Be
concise and focused before committing funds.
Buchanan stated that during the listening tour meetings, citizens can choose to
provide their email addresses to receive more information. He will continue to work on the
schedule and survey, with an anticipated completion date in May.
