Jack Louws, County Executive, answered questions on the electronic patient care reporting system and having better success measurements before approving the budget, the administration's responsibility to do the best job possible and the contracting process providing more detail. Staff and councilmembers discussed the process for Council appropriating money and then approving contracts.
