CALL TO ORDER
Committee Chair Tyler Byrd called the meeting to order at 4:45 p.m. in the Council
Chambers, 311 Grand Avenue, Bellingham, Washington.

1. DISCUSSION OF POSSIBLE AMENDMENT TO THE ORDINANCE IMPOSING AN
INTERIM MORATORIUM ON THE ACCEPTANCE AND PROCESSING OF
APPLICATIONS AND PERMITS FOR NEW OR EXPANDED FACILITIES IN THE
CHERRY POINT URBAN GROWTH AREA, THE PRIMARY PURPOSE OF WHICH
WOULD BE THE SHIPMENT OF UNREFINED FOSSIL FUELS NOT TO BE
PROCESSED AT CHERRY POINT (AB2018 -077) (THIS ORDINANCE
SCHEDULED FOR PUBLIC HEARING AT THE EVENING MEETING.)
Byrd moved to recommend an amendment to the full Council to remove language
from the proposed definition in the ordinance on Council packet page 517, "...methane,
grip- aTne, butane, and ether " ffa5 in liquid or gaseous...."
Councilmembers discussed the risk to Whatcom County of bringing in more product;
ensuring that the product leaving the county is refined, not unrefined; who would be
financially responsible if there were a transportation disaster; cost - benefits to the
community; balancing protection of jobs, public safety, and the environment; and market
demand and benefits to the consumer.
Brenner moved to call the question.
The motion to call the question carried by the following vote:
Ayes: Brenner, Byrd, and Donovan (3)
Nays: None (0)
The motion to recommend an amendment carried by the following vote:
Ayes: Brenner and Byrd (2)
Nays: Donovan (1)
