CALL TO ORDER
Committee Chair Tyler Byrd called the meeting to order at 3:30 p.m. in the Council
Chambers, 311 Grand Avenue, Bellingham, Washington.

Also Present: Tim Ballew, Barry Buchanan, and Satpal Sidhu
COMMITTEE DISCUSSION
1. ORDINANCE ADOPTING AMENDMENTS TO THE URBAN FRINGE SUBAREA
PLAN, WHATCOM COUNTY COMPREHENSIVE PLAN, AND WHATCOM COUNTY
ZONING CODE (AB2018 -055) (ORDINANCE SCHEDULED FOR PUBLIC
HEARING ON FEBRUARY 27)
Matt Aamot, Planning and Development Services Department, submitted and read
from a presentation (on file). He answered questions on how many subarea plans they've
done and how many are left, why they're working on the City of Bellingham subarea plan,
efforts of the City to increase density, why the County has language about the City's impact
fees, City water and sewer service in places that haven't been annexed, removing the urban
reserve designation and retaining rural zoning, deleting the Gateway Industrial area, and
the timeline for adoption of the update.
Moshe Quinn, City of Bellingham Planning Department, answered questions on
whether the City of Bellingham plans to increase its size and density, City plans for
annexation around the airport, purchases and transfers of development rights (PDRs /TDRs),
and recent annexations.
Mark Personius, Planning and Development Services Department, answered
questions on the docketing process.
