CALL TO ORDER
Committee Chair Barbara Brenner called the meeting to order at 1:30 p.m. in the
Council Chambers, 311 Grand Avenue, Bellingham, Washington.

COMMITTEE DISCUSSION
1. HEALTH DEPARTMENT STAFF TO PROVIDE AN UPDATE ON COMMUNITY
FEEDBACK AND PROPOSED RECOMMENDATIONS TO IMPROVE SOLID WASTE
MANAGEMENT SERVICE DELIVERY IN POINT ROBERTS (AB2017 -387)
Jeff Hegedus, Health Department, submitted handouts (on file) of survey results and
media releases and gave a staff report. Make curbside of solid waste and recycling
mandatory for anyone with a functioning septic system. Current fees haven't been raised for
eight years. Increased costs and reduced economy of scale may jeopardize curbside
services. Accommodating seasonal residents is challenging. The actual costs of monthly
minimum service would be a fee on the property tax invoice. He answered questions.
Staff and Councilmembers discussed charges for recycling, other garbage and
disposal districts in the county, mandatory curbside services, exemptions from curbside
services, garbage issues at Columbia Valley, whether there will be an exemption allowed for
Point Roberts residents, other community models for garbage disposal, and enforcing the
current law.
Dave Gellatly, C and O Recycling, answered questions on the proposal to make
curbside and recycling mandatory and on fees and costs.
Staff will bring forward a proposed ordinance to amend the code.
