INTRODUCTION ITEMS
Councilmembers discussed the legal process for Introducing proposed ballot
measures, the history of district only voting and reasons for introducing the proposed ballot
measures, district -only voting at the federal level, giving the voters a chance to vote
district -only in the current process, the benefits versus detriments of district -only and
countywide voting, reconciling contradictory ballot amendments, the proposed Charter
amendments from the 2015 Charter Review Commission, the County councilmembers
positions being nonpartisan, and the timing of the proposed ordinances.
Brenner moved to not Introduce items ten and 11.
The motion was seconded.
Councilmembers continued to discuss process, the merits of the proposed
ordinances, the differences between items ten and 11, and getting clarification from legal
counsel on the conflict in the ballot measures remedied in item ten.

Jack Louws, County Executive, stated the money will be a line item in the County
Council budget.
Buchanan restated his motion to amend to include $100,000 to the general fund
for a Council criminal justice and safety committee for public outreach and any planning
efforts, with the money being a line item in the County Council budget.
Councilmembers and staff discussed how much the committee would need over time,
how the committee would interact with other jail - related advisory committees, how the
Council would take a leadership role on decisions related to jail issues, the cost of public
outreach, and using funds from the jail fund for those efforts.

THE NOOKSACK RIVER BASIN FOR THE 2018 WATER YEAR (OCTOBER 1,
2017 THROUGH SEPTEMBER 30, 2018), IN THE AMOUNT OF $83,765
