CALL TO ORDER
Committee Member Barry Buchanan called the meeting to order at 3:20 p.m. in the
Council Chambers, 311 Grand Avenue, Bellingham, Washington.
ROLL CALL
Present: Barry Buchanan, Tyler Byrd, and Satpal Sidhu
Absent: None
Also Present: Tim Ballew, Barbara Brenner, Rud Browne, and Todd Donovan
SPECIAL ORDER OF BUSINESS
1. NOMINATION AND APPOINTMENT OF COMMITTEE CHAIR (AB2018 -021)
Byrd moved to nominate and appoint Buchanan.
The motion carried by the following vote:

COMMITTEE DISCUSSION AND RECOMMENDATIONS TO COUNCIL
1. REQUEST APPROVAL OF THE PROPOSED EXPANDED SCOPE FOR THE
DESIGN21LAST WHATCOM COUNTY JAIL IMPROVEMENTS CONTRACT
#201607005 (AB2018 -042)
Rob Ney, Administrative Services Department, described the reason for the design
charrette and introduced Lauri Strauss.
Lauri Strauss, Design2Last, Inc. President and Chief Executive Officer, submitted and
read from a presentation (on file) and described the tasks identified in the charrette.
Jack Louws, County Executive, answered questions.
Staff and Ms. Strauss answered questions on the cost and how long it would take to
complete all the projects that should be designed and constructed in this plan and overall to
repair the jail; revisiting the issue of building a new jail under more acceptable
circumstances; comparison with previous cost estimates for repairs; the potential cost of
implementing the designs; whether the County would be committed to moving forward with
the construction projects if the Council approves the design; whether there are any items on
the list that can be done without an engineering design contract by County staff; prioritizing
safety of the inmates, long -term items, and immediate projects that don't require design
review; the Council's intention for housing inmates in the future; and the possibility of a
stakeholder's survey.

Louws stated that the next action is to bring forward a contract with Design2Last for
items one through 18 on Council packet page 271.
The committee concurred.
