NOMINATION AND APPOINTMENT OF COMMITTEE CHAIR (AB2018 -021) 22 23 Browne moved to nominate and appoint Councilmember Sidhu. 24 25 The motion carried by the following vote: 26 Ayes: Browne, Byrd, and Sidhu (3) 27 Nays: None (0) 28 29 (Clerk's Note: Councilmember Sidhu assumed the duties of the Chair.) 30 31 32 COUNTY EXECUTIVE'S REPORT 33 34 Jack Louws, County Executive, reported on and councilmembers discussed the 35 following items: 36 • The State capital budget, including funding for the East Whatcom Regional 37 Resource Center, the Slater Road /Jordan Creek fish passage, and other 38 projects funded from State grant and loan funds. 39 • The Facilities Division's potential move to a property on Williamson Way. 40 • The tax levy ordinance related to the BP settlement. 41 42 The following staff answered questions: 43 • Jon Hutchings, Public Works Director 44 0 Brad Bennett, Administrative Services Department, gave a staff report on the 45 tax levy ordinance scheduled for the evening Council meeting. 46 47 48 COMMITTEE DISCUSSION AND RECOMMENDATIONS TO COUNCIL 49 50 1. ORDINANCE AMENDING THE 2018 WHATCOM COUNTY BUDGET, THIRD 51 REQUEST, IN THE AMOUNT OF $1,888,113 (AB2018 -037) 52 53 Browne moved to recommend adoption to the full Council. Jack Louws, County Executive, described and answered questions on the history and use of the County's fleet. The motion carried by the following vote: Ayes: Browne, Byrd, and Sidhu (3) Nays: None (0) 2. ORDINANCE APPROVING THE FIRST AMENDMENT TO PROJECT BUDGET NO. 2 (JAIL IMPROVEMENT FUND) OF THE 2011 BUDGET (AS ESTABLISHED THROUGH ORDINANCE 2011 -031) TO ADD $350,000 OF EXPENDITURE AUTHORITY, FOR A TOTAL AMENDED PROJECT BUDGET AMOUNT OF $3,467,700 (AB2018 -038) Browne moved to recommend adoption to the full Council. Rob Ney, Administrative Services Department, answered questions on the stakeholders involved in the design charrette and process. The motion carried by the following voter Ayes: Browne, Byrd, and Sidhu (3) Nays: None (0) 3. ORDINANCE INCREASING TREASURER PETTY CASH FUND (AB2018 -039) Browne moved to recommend adoption to the full Council. Steve Oliver, Treasurer, answered questions on the purpose of the petty cash fund and requested increase. The motion carried by the following vote: Ayes: Browne, Byrd, and Sidhu (3) Nays: None (0) 4. REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO A CONTRACT AMENDMENT BETWEEN WHATCOM COUNTY FLOOD CONTROL ZONE DISTRICT AND THE NATURE CONSERVANCY TO ALLOCATE THE SECOND YEAR OF FEDERAL FUNDING FOR THE DEMING LEVEE IMPROVEMENT PROJECT AND THE LOWER NOOKSACK RIVER GEOMORPHIC ASSESSMENT IN THE AMOUNT OF $150,000, FOR A TOTAL AMENDED CONTRACT AMOUNT OF $400,000 (COUNCIL ACTING AS THE WHATCOM COUNTY FLOOD CONTROL ZONE DISTRICT BOARD OF SUPERVISORS) (AB2018 -043) Browne moved to recommend approval to the Whatcom County Flood Control Zone District Board of Supervisors. REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO AN 9 INTERLOCAL AGREEMENT BETWEEN WHATCOM COUNTY FLOOD CONTROL 10 ZONE DISTRICT AND WHATCOM CONSERVATION DISTRICT TO ENHANCE 11 AND SUPPORT ELEMENTS OF WHATCOM COUNTY'S POLLUTION 12 IDENTIFICATION AND CORRECTION PROGRAM, IN THE AMOUNT OF $55,000 13 (COUNCIL ACTING AS THE WHATCOM COUNTY FLOOD CONTROL ZONE 14 DISTRICT BOARD OF SUPERVISORS) (AB2018 -044) 15 16 Byrd moved to recommend approval to the Whatcom County Flood Control Zone 17 District Board of Supervisors. 18 19 The following staff answered questions on the specific administration and personnel 20 costs for the Conservation District: 21 • Erika Douglas, Public Works Department 22 • Gary Stoyka, Public Works Department 23 24 The motion carried by the following vote: 25 Ayes: Browne, Byrd, and Sidhu (3) 26 Nays: None (0) 27 28 6. USING WASHINGTON STATE CONTRACT 8 #02315, IN THE AMOUNT OF $40,490.21 (AB2018 -051) 9 10 Byrd moved to recommend approval to the full Council. 11 12 Brad Bennett, Administrative Services, answered questions on what drug fund 13 money can pay for and how tasers are used. 14 15 The motion carried by the following vote: 16 Ayes: Browne, Byrd, and Sidhu (3) 17 Nays: None (0) 18 19 7. REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO A 20 CONTRACT BETWEEN WHATCOM COUNTY AND ELECTION SYSTEMS & 21 SOFTWARE LLC (ES &S) FOR ACQUISITION, INSTALLATION, TRAINING, AND 22 FIRST YEAR MAINTENANCE OF ES &S MAIL BALLOT VERIFIER EQUIPMENT, 23 IN THE AMOUNT OF $89,095 (AB2018 -052) 24 25 Browne moved to recommend approval to the full Council. 26 27 Diana Bradrick, Auditor's Office, answered questions on whether this would support 28 preferential voting, potential for the ballot count system to be hacked, making voter 29 information available via the voter registration database, and the existing ballot sorting 30 system. 31 32 The motion carried by the following vote: 33 Ayes: Browne, Byrd, and Sidhu (3) 34 Nays: None (0) 35 36 S. REQUEST AUTHORIZATION FOR THE COUNTY EXECUTIVE TO ENTER INTO A 37 CONTRACT AMENDMENT BETWEEN WHATCOM COUNTY AND NORTH SOUND 38 BEHAVIORAL HEALTH ORGANIZATION TO CLARIFY THE TERMS AND 39 CONDITIONS OF COST REIMBURSEMENT (AB2018 -053) 40 41 Anne Deacon, Health Department, gave a staff report on only adding clarifying 42 information to the contract, but no changes in contract dollar amount. 43 44 Browne moved to recommend approval to the full Council. 45 46 The motion carried by the following vote: 47 Ayes: Browne, Byrd, and Sidhu (3) 48 Nays: None (0) 49 50 51 OTHER BUSINESS 52 53 There was no other business.
