ROLL CALL Present: Barbara Brenner, Ken Mann, Satpal Sidhu, Carl Weimer, Todd Donovan, Rud Browne and Barry Buchanan. Absent: None. FLAG SALUTE ANNOUNCEMENTS OTHER ITEMS 3. REQUEST CONFIRMATION OF THE COUNTY EXECUTIVE'S APPOINTMENT OF STARCK FOLLIS FOR PUBLIC DEFENDER, EFFECTIVE JANUARY 1, 2018, PURSUANT TO WHATCOM COUNTY CODE SECTION 2.09.100 (AB2017 -317) Jack Louws, County Executive, introduced Mr. Follis and the appointment. Starck Follis, Public Defender's Office, described the history of the office and the importance of maintaining continuity in staff. Browne moved to confirm the appointment. The motion was seconded. The motion carried by the following vote: Ayes: Brenner, Mann, Sidhu, Browne, Buchanan, Weimer and Donovan (7) Nays: None (0) PUBLIC HEARINGS 1. RESOLUTION APPROVING THE SALE OF AN EASEMENT OVER WHATCOM COUNTY -OWNED PROPERTY (AB2017 -308) Buchanan opened the public hearing, and the following person spoke: Regular County Council Meeting, 11/8/2017, Page 1 1 Jon Sitkin, attorney representing the property owner, stated he is available to 2 answer questions. 3 4 Hearing no one else, Buchanan closed the public hearing. 5 6 Andrew Hester, Public Works Department, and Mr. Sitkin answered questions on 7 what happens if the County has a need for an easement in the future for public health and 8 safety reasons, the difference between possession and occupation of the land, and whether 9 the County is losing some value or use. 10 11 Browne moved to approve the resolution. 12 13 The motion was seconded. 14 15 The motion carried by the following vote: 16 Ayes: Brenner, Mann, Sidhu, Browne, Buchanan, Weimer and Donovan (7) 17 Nays: None (0) 18 19 20 OPEN SESSION 21 22 The following people spoke: 23 • George Rounthwaite spoke about flood and drainage relief in his 24 neighborhood. 25 • Gwen Hunter spoke about creating a special district to pay for Lake Whatcom 26 water quality and development around the shoreline. 27 a Irene Morgan spoke about voting against the jail sales and use tax. 28 a Joseph Down spoke about hatred in the community. 29 a Robert Lee spoke about the County jail and justice reform. 30 a Joy Gilfilin, Restorative Community Coalition, submitted a handout (on file) 31 and spoke about the County jail and alleged election law violations. 32 a Wendy Harris spoke about the critical areas ordinance. 33 a Max Perry spoke about the County jail. 34 a Carole Perry spoke about the County jail. 35 a Natasha Raiming spoke about the lack of behavioral health services in the 36 community. 37 38 39 CONSENT AGENDA 40 41 Browne reported for the Finance and Administrative Services Committee and 42 moved to approve Consent Agenda items one through four. 43 44 The motion carried by the following vote: 45 Ayes: Brenner, Mann, Sidhu, Browne, Buchanan, Weimer and Donovan (7) 46 Nays: None (0) 47 48 49 1. RESOLUTION REQUESTING THE COUNTY EXECUTIVE MAKE MINOR CHANGES TO IMPROVE SERVICE TO THE PUBLIC AND ELIMINATE THE NEED FOR STAFF TO PERFORM CERTAIN REPETITIVE TASKS (AB2017 -333) Browne moved to approve the resolution. The motion was seconded. Browne described his proposed resolution to bring forward these items for the budget, the need to relabel the unisex bathrooms to not be gender specific, and the need for baby changing stations in the men's restrooms. Jack Louws, County Executive, answered questions and councilmembers discussed Americans with Disabilities Act (ADA) requirements for public bathrooms, assigning parking spaces to councilmembers, and costs associated with the proposals. Brenner moved to amend to remove the parking sign proposal. The motion was seconded.
